Abstract
Kabupaten Sidoarjo pada tahun 2019 memiliki persentase pelayanan air minum oleh PDAM Delta Tirta Kabupaten Sidoarjo yang masih sebesar 37%. Terdapat empat kecamatan yang belum terlayani yaitu Kecamatan Tarik, Prambon, Krembung, dan Balong Bendo. Sehingga, diperlukan adanya Instalasi Pengolahan Air (IPA) baru untuk meningkatkan persen pelayanan PDAM yang melayani kecamatan-kecamatan tersebut untuk memenuhi target Rencana Induk Sistem Penyediaan Air Minum (RISPAM) Kabupaten Sidoarjo yaitu pelayanan air bersih sebesar 100% di tahun 2037. Sumber air baku yang dimanfaatkan untuk IPA yaitu bangunan long storage Kalimati yang berada di Kecamatan Tarik Kabupaten Sidoarjo. Lalu, dihitung juga analisis biaya yang diperlukan untuk pembangunan IPA.
Dalam merencanakan IPA, sebelumnya perlu dikaji kualitas, kuantitas, dan kontinuitas air baku. Kemudian diproyeksikan jumlah penduduk dan fasilitas umum serta kebutuhan air wilayah pelayanan hingga tahun 2031. Dari data analisis kualitas air baku, ditentukan beberapa rangkaian alternatif pengolahan air untuk menyisihkan parameter-parameter yang belum memenuhi baku mutu air minum. Alternatif yang terpilih didesain tiap unit bangunannya yang mengolah air sesuai debit proyeksi kebutuhan air. Lalu, direncanakan bangunan pengolah lumpur yang dihasilkan oleh IPA. Terakhir, dihitung analisis biaya pembangunan IPA melalui Bill of Quantity dan Rencana Anggaran Biaya.
Debit pengolahan IPA di long storage Kalimati yang telah terhitung yaitu sebesar 627 L/detik. Parameter dalam air baku yang belum memenuhi baku mutu air minum yaitu kekeruhan, pH, dan deterjen. Kuantitas air baku sebesar 1,67 juta m3 jika dibagi dengan debit IPA yaitu didapatkan waktu penggunaan air sebesar 30 hari dari 90 hari penutupan pintu air. Jumlah dan dimensi unit bangunan pengolahan air minum yaitu dengan 1 unit intake jenis sumuran dengan dimensi 14 m × 14 m, 2 unit koagulasi sistem terjunan hidrolis dengan dimensi per unit 2 m × 1 m, 2 unit flokulasi sistem kanal bersekat dengan dimensi per unit 15 m × 18 m, 4 unit sedimentasi aliran horizontal dengan dimensi per unit 36 m × 9 m, 10 unit filter pasir cepat dengan dimensi per unit 7 m × 3,5 m, unit disinfeksi gas klor, unit reservoir, serta unit pengolahan lumpur dengan belt filter press. Total biaya yang diperlukan untuk dibangunnya IPA Kalimati yaitu sebesar Rp7.821.642.487,00.

Sidoarjo Regency in 2019 has drinking water services percentage by Sidoarjo Regency Local Water Company which is still 37%. There are four subdistricts that have not been served, namely Tarik, Prambon, Krembung, and Balong Bendo. So, a new Water Treatment Plant (WTP) is needed to increase the percent of PDAM services serving those districts to fulfill the target of Sidoarjo Regency Drinking Water Supply System namely 100% water service in 2037. Raw water sources which is used for WTP is the Kalimati long storage located in Tarik District, Sidoarjo Regency. Then, the cost analysis required for construction of WTP is also calculated.
In planning of WTP, it is necessary to first assess the quality, quantity, and continuity of raw water. Then the population and public facilities and water needs are projected until 2031. From the analysis of raw water quality, several alternative water treatment series are determined to set aside parameters that do not fulfill drinking water quality standards. The selected alternatives is designed for each building unit that treats water according to water discharge. Then, planned a WTP sludge treatment. Finally, analysis of the cost of WTP construction is calculated through the Bill of Quantity and the Budget Plan.
The capacity of Kalimati long storage WTP which has been calculated is 627 L/sec. Parameters in raw water that do not fulfill drinking water quality standards are turbidity, pH, and detergent. The quantity of raw water is 1.67 million m3 if divided by the WTP capacity, which is results water usage time of 30 days from 90 days of water closure. The number and dimension of drinking water treatment building units is with 1 unit of suction well intake with dimensions of 14 m × 14 m, 2 units of hydraulic jump coagulation with dimensions per unit of 2 m × 1 m, 2 units of baffled channel flocculation with dimensions per unit of 15 m × 18 m, 4 horizontal flow sedimentation units with dimensions per unit 36 m × 9 m, 10 units of rapid sand filter with dimensions per unit 7 m × 3.5 m, chlorine gas disinfection unit, reservoir unit, and sludge treatment units with belt filter press. The total cost required for the construction of Kalimati WTP is Rp7,821,642,487.00.
