Abstract
Jalan Raya Legok – Karawaci merupakan salah satu ruas jalan kabupaten sepanjang 8,3 km dengan perkerasan kaku yang terletak di Provinsi Banten Kabupaten Tangerang. Jalan Raya Legok – Karawaci merupakan salah satu akses utama menuju Tol Jakarta dan Tol Merak. Oleh karena itu, Jalan Raya Legok – Karawaci sering digunakan sebagai jalur melintas kendaraan bertonase tinggi dari Kabupaten Bogor, Kabupaten Legok serta daerah Serang menuju akses tol. Tingginya arus lalu lintas bertonase tinggi yang melalui Jalan Raya Legok-Karawaci serta rusaknya saluran drainase yang menyebabkan terjadinya genangan air pada permukaan jalan menyebabkan kerusakan pada permukaan jalan. Dampak dari kerusakan ini menyebabkan kendaraan yang melalui Jalan Raya Legok – Karawaci harus memperlambat laju kendaraannya. Hal ini menyebabkan terhambatnya alur lalu lintas pada ruas Jalan Raya Legok-Karawaci, dan kecelakaan yang disebabkan oleh tergelincirnya kendaraan bermotor.
Atas dasar tersebut, perbaikan perkerasan pada Jalan Raya Legok-Karawaci perlu dilakukan. Dalam Tugas Akhir ini, dilakukan penilaian kondisi lalu lintas menggunakan data LHR tahun 2018 dan didapatkan hasil analisa bahwa kendaraan yang mendominasi Jalan Raya Legok-Karawaci merupakan kendaraan golongan 2 dengan rasio 63,45% untuk arah Karawaci-Legok dan 66,45% untuk arah Legok-Karawaci serta nilai CESAL tertinggi disebabkan oleh kendaraan golongan 7b dengan nilai ESA5 sebesar 5.576.324 (45.09%) untuk arah Legok-Karawaci dan 6.599.200 (41,16%) untuk arah Karawaci-Legok. Lalu, dilakukan penilaian kerusakan jalan menggunakan Metode Indrasurya dan Dirgolaksono (1990) dengan hasil kerusakan rata-rata sebesar 73,05 pada ruas jalan yang mengalami kerusakan parah (segmen 1-6). Setelahnya dilakukan perencanaan tebal perkerasan lentur dan perkerasan kaku dengan menggunakan metode Bina Marga 2017 dengan hasil tebal AC WC 50 mm, tebal AC BC 60 mm, tebal AC Base 220 mm, tebal CTB 150 mm, dan tebal LPA kelas A 150 mm untuk perkerasan lentur dan tebal pelat beton 305 mm, tebal LMC 100 mm, tebal LPA Kelas A 150 mm untuk perkerasan kaku. Setelahnya dilakukan analisis biaya konstruksi dan pemeliharaan untuk kedua jenis perkerasan dengan umur rencana 40 tahun sebagai dasar penentuan dalam pemilihan jenis perkerasan pada Jalan Raya Legok-Karawci dan didapatkan biaya yang dibutuhkan sebesar Rp 40.647.904.377 untuk tiap km perkerasan lentur dan Rp17.297.914.385 untuk tiap km perkerasan kaku.
Dari hasil analisis dalam Tugas Akhir ini, digunakan perkerasan kaku bersambung tanpa tulangan. Hal ini dikarenakan total biaya konstruksi dan pemeliharaan perkerasan kaku untuk umur rencana 40 tahun sebesar Rp60.542.700.347 Lebih murah dibandingkan biaya konstruksi dan pemeliharaan perkerasan lentur untuk umur rencana 40 tahun sebesar Rp142.267.665.318.==================================================================================================
Legok-Karawaci Road is an 8,3 km long district road that is located in the district of Tangerang, Banten. Legok – Karawaci road is one of the main access in order to reach Jakarta Highway and Merak Highway. Its strategic value has made it a popular choice for high tonages vehicles from the District of Bogor, District of Legok and the District of Serang to use the road as a mean to reach the highway. The high traffics caused by these high tonages vehicles that goes through Legok-Karawaci Road added by the failures of the drainage systems to drain the water has caused several damages upon the pavements. These damages then in return has caused traffic jam along the Legok-Karawaci Road, and some minor accidents that is caused by motor vehicle that slipped while travelling through this road. Based on that narration, the refinement of Legok-Karawaci Road needs to be done. In this final project, the review of the traffic’s characteristic is done by using the 2018 traffic data from Dinas Bina Marga dan Sumber Daya Air Kabupaten Tangerang. The result of the analysis are the 2nd class of vehicles is the type of vehicle that dominates the Legok-Karawaci Road with the ratio of 63,45% for the direction of Karawaci-Legok and 66,45% for the direction of Karawaci-Legok. As for its CESAL value, the highest CESAL value is dominated by the 7thb group with the ESA5 value of 5.576.324 (45.09%) for the direction of Karawaci-Legok and 6.599.200 (41,16%) for the direction of Legok-Karawaci. The damages of Legok-Karawaci Road is then analyzed by using the Indrasurya and Dirgolaksono’s Method
(1990) with the result of 73,05 as its average distress value for where the damages is the most severe. Then, the thickness of the flexible pavement and rigid pavement are done by using the Bina Marga 2017’s method with the result of thickness of 50 mm for its AC WC, 60 mm for its AC BC, 220 mm for its AC Base, 150 mm for its CTB and 150 mm for its Class A aggregate for the flexible pavement, and the thickness of 305 mm for its concrete plate, 100 mm for its LMC and 150 mm for its Class A Aggregate for the rigid pavement. After the calculation of the thickness for each pavement’s type has been done, the construction’s cost and upkeep cost analysis for each pavement will then be done as a basis to choose which pavement’s type is more suitable for the Legok-Karawaci Road based on its price wtih the result of Rp40.647.904.377 needed for each km of flexible pavement and Rp17.297.914.385 needed for each km of rigid pavement. From the analysis that has been done in this Final Project, The Jointed Plain Concrete Pavement will then be choosen in order to handle the damages of Legok -Karawaci Road. This election is based on the cheaper total value of construction and upkeep cost of the rigid pavement for a planning period of 40 years that costs Rp60.542.700.347 than its flexible counterpart that cost Rp142.267.665.318 of the same planning period.
