Abstract

Program Kota Layak Anak Surabaya Tahun 2019 memiliki 5 (lima) klaster pengembangan. Pada klaster lingkungan keluarga dan pengasuhan alternatif terdapat poin penyediaan pedestrian aman dan nyaman. Penyediaan tersebut sebagai salah satu bentuk pemenuhan infrastruktur. Dalam konteks Kota Layak Anak terdapat indikator infrastruktur ramah anak. Pemerintah Kota Surabaya berkomitmen agar anak-anak mendapat hak dalam pelayanan Kota Layak Anak. Berjalan kaki merupakan salah satu moda transportasi aktif anak dalam bermobilisasi, namun pengembangan jalur pejalan kaki ramah anak sebagai penyediaan infrastruktur ramah anak untuk perjalanan sekolah belum banyak dijumpai. Perlu adanya rumusan konsep desain jalur pejalan kaki ramah anak yang aman dan nyaman yang diharapkan dapat mendukung tumbuh kembang aktif anak. Penyediaan infrastruktur berjalan kaki ramah anak yang lebih baik dapat meningkatkan minat anak untuk berjalan kaki pada jalur pejalan kaki.
Penelitian ini menggunakan Analisis Delphi untuk mengidentifikasi dan memvalidasi variabel, Importance Performance Analysis untuk menilai tingkat kepentingan dan performa setiap variabel berdasarkan karakteristik wilayah dan Analisis Triangulasi untuk merumuskan konsep yang diklasifikasikan berdasarkan fungsi jalan serta perangkat lunak Sketch Up untuk memvisualisasi konsep desain sebagai luaran penelitian.
Konsep desain jalur pejalan kaki ramah anak pada rute berbasis footprint untuk perjalanan sekolah di Kecamatan Rungkut Surabaya yang dihasilkan diklasifikasi menjadi tiga. Konsep I untuk tipe jalan kolektor yaitu zona pejalan kaki memiliki lebar 2,0 – 3,0 meter dan memenuhi kriteria keselamatan, keamanan, kenyamanan, kemudahan dan humanis. Konsep II untuk tipe jalan lokal yaitu zona pejalan kaki memiliki lebar 1,8 – 2,0 meter dan memenuhi kriteria keselamatan, keamanan, kenyamanan, kemudahan, humanis dan daya tarik. Konsep III untuk tipe jalan lingkungan yaitu zona pejalan kaki memiliki lebar 1,2 – 1,5 meter dan memenuhi kriteria keamanan dan kenyamanan. Ketiga konsep yang dihasilkan memiliki kriteria minimum memenuhi keamanan dan kenyamanan. Perbedaan konsep diidentifikasi berdasarkan fungsi jalan untuk mengetahui lebar minimal ruang bebas berjalan kaki yang harus disediakan. Persamaan ketiga konsep terdapat pada fungsi kegiatan lahan sekitar yaitu didominasi perumahan dan permukiman.

Surabaya Child-friendly City Program in 2019 has 5 (five) development clusters. The cluster of family environments and alterative care focuses on providing a safe and comfortable pedestrians. A Child-friendly infrastructure are part of a Child-friendly City indicators. Surabaya City Government has commited to realize that children in Surabaya get tehir rights in Child-friendly City services. Walking is one of the active modes of transportation for children to mobilize, but the development of child-friendly pedestrian path by providing child-friendly infrastructure for school trip has not been widely found. It is necessary to formulate a child-friendly pedestrian path design concept that is safe and comfortable, which is expected to support the active development of children. Provision of better child-friendly walking infrastructure can increase children's interest in walking on pedestrian paths.
This study used Delphi Analysis to identify and validate variables. Importance Performance Analysis was utilized to assess the level of importance and performance of each variable based on region characteristics. Triangulation Analysis was used to formulate concept’s classification based on road functions and the design concepts were also visualized with the help of Sketch Up software.
This research produced 3 (three) design concept of child-friendly pedestrian pathway on footprint-based routes for school trips in Rungkut Sub-district Surabaya. Concept I for the type of collector road is the pedestrian zone has a width of 2.0 - 3.0 meters and meets the criteria of safety, security, comfort, convenience and humanism. Concept II for the type of local road is the pedestrian zone has a width of 1.8 - 2.0 meters and meets the criteria of safety, security, comfort, convenience, humanism and attractiveness. Concept III for the type of environmental road, namely the pedestrian zone has a width of 1.2 - 1.5 meters and meets the safety and comfort criteria. The three concepts have minimum criteria to meet safety and comfort. Concept differences are identified based on the function of the road to determine the minimum width of free walking space that must be provided. The similarity of these three concepts lies in the function of land activities around them, which are dominated by housing and settlements.
