Abstract

Karyawan dan kinerjanya memiliki peran penting dalam keberhasilan organisasi manapun dan manajemen kinerja karyawan juga merupakan salah satu masalah terpenting dalam manajemen organisasi. Institut Teknologi Sepuluh Nopember (ITS) sebagai Perguruan Tinggi Negeri Berbadan Hukum memerlukan perbaikan dalam pengembangan sumber daya manusia yakni dosen dan tenaga kependidikan. Penelitian ini akan berfokus pada perancangan pengukuran kinerja individu tenaga kependidikan pada level Unit Kerja yaitu Bidang Akademik dan Kemahasiswaan, karena saat ini tenaga kependidikan ITS belum memiliki pengukuran kinerja pada level individu, sehingga tidak diketahui kontribusi individu terhadap pencapaian kinerja organisasi. Perancangan pengukuran kinerja individu tenaga kependidikan dilakukan dengan menggunakan framework Integrated Performance Measurement System (IPMS). Tahapan dalam merancang pengukuran kinerja dengan framework IPMS diawali dengan melakukan identifikasi kebutuhan stakeholder atau stakeholder requirement, selanjutnya melakukan external monitoring yang dilakukan dengan menggunakan studi literatur yang dapat diterapkan di ITS dan cocok untuk budaya organisasi ITS, tahap selanjutnya menentukan objective yang didasarkan pada job description masing-masing jabatan tenaga kependidikan, kemudian dilakukan pengukuran kinerja dengan membuat key performance indicator berdasarkan objective, dilanjutkan dengan perancangan key performance properties dan melakukan pembobotan dan penentuan target pada masing-masing key performance indicator. Hasil penelitian ini berupa perancangan pengukuran kinerja untuk masing-masing tenaga kependidikan dan instrumen pengukuran kinerja yang berisi tentang mekanisme penilaian pengukuran kinerja individu untuk masing-masing tenaga kependidikan. ==================================================================================================================== Employees and their performance have an important role in any organization and performance management is also one of the most important issues in organizational management. Institut Teknologi Sepuluh Nopember (ITS) as a Perguruan Tinggi Negeri Berbadan Hukum needs improvement in the development of human resources, specifically lecturers and education staff. This study will focus on the design of individual staff performance measurements at the Work Unit level, specially Bidang Akademik dan Kemahasiswaan, currently ITS education staff doesn't yet have performance measurements at the individual level, so there isn't individual contribution is known to achieve organizational performance. The design of individual staff performance measurement is done using the Integrated Performance Measurement System (IPMS) framework. The stages in designing performance measurement with the IPMS framework begins with identifying the needs of stakeholders or stakeholder requirements, then conducting external monitoring conducted using literature studies that can be applied in ITS and suitable for ITS organizational culture, the next stage determining objectives based on their job descriptions of each positions of educational staff, then performance measurements by making key performance indicators based on objectives, followed by designing key performance properties and weighting and determining targets on each key performance indicator. The results of this study are the design of performance measurements for each educational staff and performance measurement instruments consisting of the results of individual performance measurements for each educational staff.
