Abstract

Menurut data potensi desa pada tahun 2018, tercatat terdapat 1.734 desa di Indonesia yang menerapkan konsep sebagai desa wisata, salah satunya adalah Desa Jembul yang terdapat di Kecamatan Jatirejo, Kabupaten Mojokerto. Desa Jembul merupakan suatu desa yang merintis sebagai desa wisata sejak tahun 2015 dan ditetapkan dalam peraturan desa pada tahun 2018. Desa Jembul memiliki potensi objek daya tarik wisata desa dan kondisi alamnya, namun pengelolaan yang dilakukan masih belum optimal karena vakumnya lembaga pengelola pariwisata. Selain itu, partisipasi masyarakat dalam pengembangan desa wisata juga masih rendah.
Penelitian ini bertujuan untuk menghasilkan rumusan strategi pengembangan desa wisata berbasis partisipasi masyarakat di Desa Jembul, Kecamatan Jatirejo, Kabupaten Mojokerto. Penelitian ini menggunakan pendekatan rasionalistik dan jenis penelitian kualitatif. Metode analisis yang digunakan pada penelitian ini adalah dekriptif kualitatif pada sasaran 1 untuk mengidentifikasi karakteristik Desa Wisata Jembul dan sasaran 2 untuk mengidentifikasi karakteristik partisipasi masyarakat dalam pengembangan Desa Wisata Jembul serta analisis SWOT pada sasaran 3 untuk merumuskan strategi pengembangan desa wisata berbasis partisipasi masyarakat di Desa Jembul, Kecamatan Jatirejo, Kabupaten Mojokerto.
Hasil dari penelitian ini menunjukkan terdapat 32 strategi yang dirumuskan diantaranya : (1) Menciptakan atraksi wisata baru dengan memanfaatkan potensi sumber daya alam desa melalui kerjasama antar pihak seperti bumi perkemahan, wisata edukasi lingkungan hidup atau wisata outbond dengan bentuk partisipasi masyarakat yakni Masyarakat ikut terlibat dalam proses perencanaan dengan memberikan ide pengembangan, Masyarakat menjadi tenaga kerja dalam proses pembangunan wisata baru, Masyarakat menjadi tenaga pengelola dalam aktifitas wisata baru dan Masyarakat dapat menyumbangkan bahan pembangunan wisata, (2) Melakukan revitalisasi objek wisata Bukit Pelangi melalui penanaman kembali tanaman dengan bentuk partisipasi masyarakat yakni Memberikan ide terkait revitalisasi Bukit Pelangi seperti penentuan jenis tanaman, penentuan spot foto, Terlibat dalam proses revitalisasi seperti penanaman tanaman kembali, perbaikan spot foto dan gazebo, Masyarakat dapat menyumbangkan tanaman maupun bunga yang akan ditanam dan Menyumbangkan kayu untuk kebutuhan spot foto dan gazebo, dan (3) Membentuk kelembagaan wisata (BUMDEs atau POKDARWIS) yang mandiri, kompeten dan profesional dalam menjalankan fungsi dan tanggung jawab pengelolaan desa wisata dengan bentuk partisipasi masyarakat yakni Masyarakat terlibat dalam kepengurusan lembaga, Memberikan usulan terkait program- program yang akan dijalankan dan Menghadiri setiap kegiatan yang diadakan lembaga kepengurusan.

Based on the village potential data in 2018, it showed that 1.734 villages in Indonesia have applied the village tourism concept, one of them is Jembul Village which located in Jatirejo sub-district, District of Mojokerto. Jembul village is a village that has pioneered as a tourism village in 2015 and it was ruled in the village regulation in 2018. Jembul village has tourist attractions and natural wealth as its potential. However, the village’s tourism management is still far from optimal due to the absence of a tourism management agency in the village. Moreover, there is a lack of participation from the community in developing its tourism potential.
The purpose of this study is to form the strategy formulation of community-based tourism village development in Jembul village, Jatirejo sub-district, District of Mojokerto. This study is using a rationalistic approach and qualitative research as its approach. Then, the analysis method is using descriptive-qualitative for target one in identifying the Jembul village’s characteristics as a tourism village and target two in identifying the community’s characteristics in developing Jembul as a tourism village. There is also a SWOT analysis for target three in forming the development strategy of a community- based tourism village in Jembul village, Jatirejo sub-district, District of Mojokerto.
The result of this study showed there were 32 strategies that can be applied, such as: (1) Creating a new tourist attraction with utilizing the village’s natural resources potential and collaborating with many community-based parties, like a campground, an environmental education tour, or outbound activities agency. The community must be involved in the planning process by contributing new ideas, working in the construction sites, managing the new tourism activities, or donating construction materials to build new attraction sites, (2) Conducting the Bukit Pelangi site revitalization with replanting programs as a form of community participation, such as contributing new ideas for the revitalization program in determining the plant types to grow and photo spot, doing the revitalization program themselves, fixing the photo spot and gazebo, along with donating any plant or flower to grow or even the wood materials for building the photo spot and gazebo, (3) Establishing an independent, competent, and professional tourism agency (BUMDEs or POKDARWIS) in carrying out its duties and responsibilities as a tourism village community- based management. The forms of community participation are directly involved in the agency management, contributing suggestions regarding the on-going programs, and attending every activity arranged by the management agency.
