Abstract
LPG (Liquified Petroleum Gas) merupakan campuran dari berbagai unsur hidrokarbon yang berasal dari minyak mentah dan natural gas serta komponen utamanya adalah propana dan butana yang dicairkan. Konversi minyak tanah ke gas merupakan program nasional sejak 2007. Namun, di Kalimantan Timur masih ditemukan berbagai permasalahan pada sistem distribusinya, terbukti dengan adanya disparitas harga. Untuk wilayah Pulau Jawa, Bali, Sumatra, dan Sulawesi harga LPG 3 kilogram sekitar Rp. 20.000 – Rp. 35.000, sedangkan di Pulau Kalimantan khususnya Wilayah Kalimantan Timur harga LPG 3 kilogram mencapai Rp. 50.000 – Rp. 70.000. Tujuan dari penelitian ini adalah mendapatkan moda dan rute yang optimal untuk distribusi di Kalimantan Timur sebagai bentuk pengendalian harga LPG 3 kilogram. Penggunaan optimasi dengan metode linier programming dan biaya distribusi minimum sebagai kriteria utama serta pemenuhan permintaan akan memberikan solusi untuk tujuan yang ingin dicapai. Komponen biaya yang dihitung adalah biaya angkutan darat (Skid Tank dan Truk), angkutan laut (Kapal LCT), dan biaya persediaan (inventory cost). Hasil analisis menunjukkan bahwa dilakukan penggantian alat transportasi dari truk ke kapal LCT untuk pendistribusian ke agen di luar radius 60 km dari filling station (SPPBE atau Depot LPG) yaitu untuk agen 11, 12, 13, 31, 33, 34, 35, 36, 37, 38 dan 49, didapatkan besarnya unit cost minimum untuk pendistribusian sebesar Rp. 1.727/tabung. Dengan penggantian alat transportasi tersebut terdapat penghematan biaya distribusi 20,4% dari kondisi saat ini, dengan besarnya permintaan yaitu 46,2 Jt-tabung/tahun, sehingga besarnya biaya distribusi yang dapat dihemat sebesar 20,5 M-Rp/tahun.

LPG (Liquified Petroleum Gas) is a fuel made from a mixture of various hydrocarbon elements derived from crude oil and natural Gas. The main components of LPG are propane and butane that are melted down. The conversion of kerosene to LPG is a national program since 2007. In LPG distribution is still found various problems, including in the case study of LPG distribution in East Kalimantan. Proven by the existence of price disparity. The price of LPG 3 kg in Java, Bali, Sumatra, and Sulawesi ranges from Rp. 20,000 – Rp. 35,000, while the price in Kalimantan especially East Kalimantan area reaches Rp. 50,000 – Rp. 70,000. The purpose of this research is to obtain the optimal of modes and routes for distribution in East Kalimantan as a form of the price control of LPG 3 kg. The use of optimization with linear programming methods and minimum shipping costs as the main criteria and fulfillment of requests will provide solutions for the purpose to be achieved. The calculated cost component is the cost of land transportation (Skid tanks and trucks), sea freight (LCT vessel), and inventory cost.
The results of analysis show that replacement transportation means from trucks to LCT ships for distribution to agents outside a radius of 60 km from the filling station (SPPBE or LPG Depot), for agents 11, 12, 13, 31, 33, 34, 35, 36 , 37, 38 and 49, the minimum unit cost for distribution is Rp. 1,727 / tube. With replacement transportation means, there was a savings in distribution costs of 20,4% fram the current condition, with demand 46,2 milliontube/year, so total distribution costs can be saved Rp. 20,5 Billion /year.
