Abstract
ABSTRAK
Kekumuhan di permukiman nelayan tambak tidak hanya didasarkan pada kondisi permukiman yang tidak layak huni, sarana dan prasarana yang tidak memenuhi syarat dan lingkungan yang kotor, namun warga di kampung tersebut juga diindikasi memiliki standar penilaian yang berbeda mengenai kriteria kumuh. Hal ini menyebabkan kondisi lingkungan di kampung nelayan lebih buruk dari kampung kumuh pada umumnya. Studi ini berfokus pada penilaian kekumuhan kampung berdasarkan perspektif masyarakat dengan cara mencari faktor – faktor penyebab, mencari kriteria kampung bebas kumuh berdasarkan persepsi masyarakat, serta menemukan dan mengimplementasikan konsep permukiman pesisir bebas kumuh sesuai dengan persepsi masyarakat berbasis Sustainable Settlements.
Metode yang digunakan dalam penelitian ini menggunakan post-positivism, dengan cara mengumpulkan data melalui literature review, observasi dan wawancara. Strategi penelitian yang digunakan dalam penelitian ini menggunakan studi kasus (case study). Penelitian ini menggunakan forum group discussion untuk mengetahui lebih dalam bagaimana konsep perbaikan yang sesuai dengan karakteristik penghuni kampung kumuh nelayan.
Hasil dari penelitian ini merupakan sebuah konsep permukiman nelayan bebas kumuh berbasis Sustainable Settlements. Terdiri dari prinsip kriteria bebas kumuh dan prinsip dari Sustainable Settlements yang telah dianalisis dan disusun dalam menentukan langkah perbaikan yang tepat pada kampung nelayan. Sehingga konsep ini dapat diterima dan diaplikasikan dengan kondisi persepsi masyarakat setempat.

ABSTRACT
Slum in coastal fishing settlements is not only based on the condition of the settlement that is not suitable for habitation, facilities and infrastructure that do not meet the requirements and the dirty environment, but residents in the village are also indicated by different assessment standards according to the slum criteria. This causes the environmental conditions in the fishing villages to be worse than slum villages in general. This study is based on community perceptions, based on community perceptions by looking for causal factors, determining the criteria for slum-free villages based on community perceptions, and finding and implementing the concept of slum-free coastal settlements in accordance with community perceptions based on Sustainable Settlements.
The method used in this research uses post-positivism, by collecting data through literature review, observation and interviews. The research strategy used in this research is using case studies (case studies). This study used a group discussion forum to have a deeper look at how the concept of improvement was suitable for the slum dwellers of fishermen.
The result of this research is a slum-free fishing settlement concept based on Sustainable Settlements. It consists of the principles of slum-free criteria and the principles of Sustainable Settlements that have been analyzed and compiled in determining the appropriate remedial steps for fishing villages. So that this concept can be accepted and applied to the conditions of the local community.
