Abstract
Sistem Manajemen Keselamatan Konstruksi (SMKK) adalah bagian dari sistem manajemen organisasi pelaksanaan pekerjaan konstruksi dalam rangka pengendalian risiko Keselamatan Konstruksi pada setiap pekerjaan konstruksi. Dalam penyusunannya, SMKK berisi kepemimpinan dan partisipasi pekerja dalam keselamatan konstruksi; perencanaan keselamatan konstruksi; dukungan keselamatan konstruksi; operasi keselamatan konstruksi; serta evaluasi kinerja keselamatan konstruksi. Analisa SMKK pada struktur bangunan atas proyek Perkantoran dan Perkuliahan Tahap IV Universitas Wijaya Kusuma Surabaya ini disusun berdasarkan Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat No.21/PRT/M/2019 tentang Pedoman Sistem Manajemen Keselamatan Konstruksi menggunakan teknik analisis Failure Mode and Effect Analysis (FMEA). Proses analisa dimulai dengan pengidentifikasian bahaya, lalu dilakukan penilaian risikonya berdasarkan skala prioritasnya. Setelah mengetahui nilainya, dilakukan perencanaan pengendalian risiko hingga proses tinjauan ulangnya. Penghitungan biaya Keselamatan Konstruksi berdasarkan tindakan-tindakan dalam perencanaan pengendalian risiko yang akan dilakukan yang mencakup rincian penyiapan RKK; sosialisasi, promosi, dan pelatihan; Alat Pelindung Kerja dan Alat Pelindung Diri; asuransi dan perizinan; Personel Keselamatan Konstruksi; fasilitas sarana, prasarana, dan alat kesehatan; rambu-rambu yang diperlukan; konsultasi dengan ahli terkait Keselamatan Konstruksi; serta kegiatan dan peralatan terkait dengan pengendalian risiko Keselamatan Konstruksi. Hasil yang diharapkan pada Tugas Akhir Terapan ini dalam bentuk perencanaan SMKK yang juga ditekankan pada pembiayaannya sesuai batasan masalah berupa Konseptual SMKK dan Rencana Keselamatan Konstruksi (RKK) Penyedia Jasa Pelaksana Pekerjaan Konstruksi. Keluaran tersebut dapat digunakan untuk analisis kinerja SMKK sehingga dapat membantu dalam peningkatan kinerja atau auditting Keselamatan Konstruksi.=Construction Safety Management System (SMKK) is part of the organizational management system for the implementation of construction works in the context of controlling the Construction Safety risks in any construction works. In its making, SMKK contains leadership and worker participation in construction safety; construction safety planning; construction safety support; construction safety operation; and evaluation of construction safety performance. The analysis of SMKK on upper structure at stage iv project of offices and lectures Wijaya Kusuma University Surabaya is made based on Regulation of the Minister of Public Works and Public Housing PERMEN PUPR No.21/PRT/M/2019 concerning Guidelines for Construction Safety Management System using Failure Mode and Effect Analysis (FMEA) techniques. The analysis process begins with identification of the hazards, then assessment of the risks are carried out based on the priority scale. After knowing the value, risk control plannings are carried out until the review processes are carried out. Calculation of Construction Safety costs based on the actions in risk control plannings that will be carried out which includes details of the making of Construction Safety Plan (RKK); outreach, promotion, and training; work protective equipment (APK) and personal protective equipment (APD); insurance and licensing; Construction Safety Personnel; medical facilities, infrastructure, and equipment; necessary signs; consultation with experts related to Construction Safety; as well as activities and equipment related to Construction Safety risk controls. The expected results in this Applied Final Project is SMKK planning which also emphasizes the financing according to the problem boundaries in the form of Konseptual SMKK and RKK for Contractor. The output can be used to analyze the performance or auditing of Construction Safety.
