Abstract
Proyek infrastruktur biasanya diharuskan selesai dalam jangka waktu yang telah ditentukan dan sesuai dengan anggaran biaya yang dialokasikan. Disisi lain terdapat banyak faktor ketidakpastian yang berpotensi akan berdampak pada waktu dan biaya selama pembangunan sebuah proyek. Hal ini membuat proyek membutuhkan pengendalian manajemen yang efektif (Baguley, 2008). Dalam konteks proyek, pengendalian merupakan salah satu alat utama manajemen proyek. Pengendalian proyek sendiri dapat didefinisikan sebagai aplikasi proses untuk mengukur kinerja proyek terhadap rencana proyek, untuk mengaktifkan varians, untuk diidentifikasi dan diperbaiki, sehingga tujuan proyek tercapai (APM, 2006). Maka dari itu pengendalian waktu dan biaya menjadi tantangan utama dalam pembangunan proyek konstruksi.
Penyesuaian terhadap waktu yang menjadi target selesainya proyek konstruksi dan membangun dengan biaya yang telah ditetapkan merupakan faktor penentu yang menjadi ciri keberhasilan proyek. Jika pekerjaan selesai lebih cepat daripada yang direncanakan, biaya akan naik, begitu juga jika pekerjaan dilakukan dengan sangat lambat maka akan ada kenaikan biaya. Terdapat beberapa metode yang dapat digunakan dalam pengendalian waktu dan biaya proyek diantaranya yaitu Metode Earned Value Analysis (EVA), Metode Program Evaluation and Review Technique (PERT), dan Critical Path Method (CPM). Dalam tugas ini, akan dijelaskan tutorial pengendalian biaya dan waktu proyek menggunakan metode Earned Value Analysis (EVA).

Infrastructure projects are usually required to be completed within a predetermined time and consistent with the allocated budget. On the other hand, many uncertainty factors have the potential to impact time and costs during the construction of a project. It makes a project requires effective management control (Baguley, 2008). In a project, control is one of the main project management tools. Project control itself can be defined as a process application to measure project performance against the project plan, to enable variance, to be identified and improved, so that project objectives are achieved (APM, 2006). Therefore, controlling time and costs is a major challenge in the construction project.
Adjustment to the target time for the completion of a construction project and building at a predetermined cost is a determining factor that characterizes project success. If work is completed earlier than planned, costs will increase, similarly if work is done very slowly there will be an increase in costs. Several methods can be used in controlling project time and costs including the Earned Value Analysis (EVA) Method, the Program Evaluation and Review Technique (PERT) Method, and the Critical Path Method (CPM). This assignment will explain the tutorial on controlling project costs and time using the Earned Value Analysis (EVA) method.
