Abstract
Public Private Partnership (PPP) atau Kerjasama Pemerintah dengan Badan Usaha (KPBU) secara luas digunakan untuk menjembatani proyek infrastruktur di dunia. KPBU muncul sebagai akibat dari kendala anggaran yang terus-menerus dihadapi oleh berbagai macam pemerintahan dan bagian dari terbatasnya peluang sektor badan usaha dalam pembangunan infrastruktur. Sektor jalan tol di Indonesia merupakan salah satu sektor dengan implementasi KPBU yang telah dicoba sejak tahun 1983. Terlepas dari berbagai kisah sukses mengenai implementasi KPBU dalam pembangunan jalan tol di Indonesia, masih ada sejumlah masalah dan masalah yang perlu ditangani. Beradasarkan penelitian terdahulu permasalahan KPBU yang menyebabkan terjadinya kegagalan diantaranya adalah pemahaman yang berbeda tentang sukses pada implementasi KPBU di Indonesia.
Untuk mengukur keberhasilan, ada kebutuhan untuk mengidentifikasi kriteria sukses yang memadai yang akan memungkinkan penilaian keberhasilan. Selanjutnya dilakukan survey kepada 32 responden dengan menggunakan media survey online, hasil survey diolah dengan mengindefikasi adanya indikasi gaps terhadap tingkat kepentingan dan peformanya setiap variabel hingga penentuan prioritas variabel yang memerlukan perbaikan dengan metode Importance Performance Analysis (IPA). Terkait dengan upaya perbaikan kinerja untuk meningkatkan kinerja KPBU di Indonesia, penelitian ini menggunakan penerapan quality function deployment (QFD) berdasarkan hasil indentifikasi IPA yang ada.
Hasil dari survei pendahuluan menyatakan bahwa 25 variabel kriteria sukses proyek KPBU jalan tol di Indonesia dinilai memiliki korelasi dan valid untuk diujikan. Hasil tersebut dilakukan pengujian kepada 32 responden menghasilkan 4 variabel kriteria sukses yang menjadi prioritas dalam upaya perbaikan. Analisis lanjut dengan QFD terhadap 4 variabel tersebut menghasilkan 8 usulan upaya perbaikan yang relevan dalam perbaikan kinerja variabel kriteria sukses tersebut

The program to accelerate the certificate of Land Rights through the Pendaftaran Tanah Sistematis Lengkap (PTSL), is being intensified by Kementerian Agraria dan Tata Ruang / Badan Pertanahan Nasional (BPN) in 2017-2025. This program is expected to be able to solve land conflicts in Indonesia and be able to encourage the movement and progress of the community's economy. There are still many unmapped land parcels in every Land Office throughout Indonesia. Therefore, an effective and efficient method of measuring and mapping land parcels is needed to support this government program.
One method that can be used in addition to terrestrial measurements is the photogrammetric method using an unmanned aircraft vehicle or commonly called an Unmanned Aerial Vehicle (UAV). Geometry accuracy testing is carried out based on BIG regulation Number 6 of 2018 concerning Amendments to the Regulation of the Head of the Geospatial Information Agency Number 15 of 2014 concerning Technical Guidelines for Base Map Accuracy. While the planimetric accuracy test is carried out by comparing the area and distance of the sample of land parcels between the UAV measurement results and the results of the Pendaftaran Tanah Sistematis Lengkap (PTSL) measurement which is guided by the Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency Number 3 of 1997. photographs are used to analyze the difference in area and distance between field measurement data and delineation in aerial photographs.
Based on the Regulation of the Head of the Geospatial Information Agency Number 6 of 2018 concerning Amendments to the Regulation of the Head of the Geospatial Information Agency Number 15 of 2014 concerning Technical Guidelines for Basic Map Accuracy, the resulting accuracy is based on ICP with a horizontal value (CE90) of 0,076 meters and a vertical accuracy value ( LE90) of 0,108 meters fulfills the geometric accuracy classification of the RBI map scale 1: 1000 class 3 with a CE90 value of less than 0,9 meters and a LE90 value of less than 0,4 meters. The RMSE value is based on the Regulation of the State Minister for Agrarian Affairs / Head of the National Land Agency Number 3 of 1997 concerning Technical Guidelines for Accuracy of Base Maps for Registration of 0,285 meters and meets a scale of 1: 1000 where the amount of tolerance given is greater or equal to 0,3 mm on the scale map. The result of an area comparison is based on the Regulation of the State Minister for Agrarian Affairs / Head of the National Land Agency Number 3 of the year on 16 residential areas, 13 fields (81,25%) meet tolerance, from 12 fields of rice fields and show 7 fields (58,33%) enter tolerance and from In 8 fields, only 1 field (12,5%) meets the tolerance.
