Abstract

Coronavirus disease 2019 (COVID-19) merupakan penyakit menular yang disebabkan oleh Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-Cov-2). Wabah ini menyerang seluruh provinsi di Indonesia, salah satunya Provinsi X yang menjadi provinsi dengan tingkat penyebaran kasus positif terbanyak. Mengatasi pandemi COVID-19, pemerintah melakukan penyaluran bantuan sosial bagi penduduk yang rentan terdampak COVID-19 dalam pemenuhan kebutuhan pokok selama Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM). Pada pengiriman bantuan sosial masih terdapat beberapa kendala seperti keterlambatan pengiriman bantuan kepada masyarakat serta kapasitas posko gudang yang kurang memadai. Oleh karena itu, dalam penelitian ini dilakukan perancangan model optimasi distribusi bantuan sosial dengan mengembangkan permasalahan Set Covering dan P-Median untuk menentukan lokasi kecamatan gudang bantuan sosial yang optimal serta clustering dari masing-masing gudang. Model matematis ini dilakukan dengan 3 skenario yaitu jumlah gudang sebesar 3, 4, dan 5 gudang. Kemudian dilakukan perhitungan model VRP pada VBA Excel Macro untuk menghitung jumlah armada truk yang dibutuhkan dengan menambah parameter zona prioritas bagi kelurahaan dengan tingkat positif COVID-19 yang tinggi

Coronavirus disease 2019 (COVID-19) is an infectious disease caused by Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-Cov-2). The epidemic attacks all provinces in Indonesia, one of the provinces with highest number of positive cases is in X Province. To overcome COVID-19 pandemic, the government distributes social assistance to residents who are vulnerable to the impact of COVID-19 in meeting their basic needs during the implementation of the social distancing policy. In the delivery of social assistance, there are still several obstacles, such as delays in sending aid to the community and inadequate capacity of the warehouse posts. Therefore, this study designs an optimization model for the distribution of social assistance that is carried out by developing the Set Covering and P-Median problems to determine the optimal location for the sub-district social assistance warehouse and clustering of each warehouse. This mathematical model is carried out with 3 scenarios, namely the number of warehouses of 3, 4 and 5 warehouses. Then the VRP model is calculated on the VBA Excel Macro to calculate the number of trucks needed by adding the priority zone parameters for villages with high positive levels of COVID-19.
