Abstract
Sistem Manajemen Keselamatan Konstruksi (SMKK) adalah bagian dari sistem manajemen pelaksanaan Pekerjaan Konstruksi dalam rangka menjamin terwujudnya Keselamatan Konstruksi. Perencanaan Keselamatan Konstruksi merupakan kegiatan yang paling sedikit meliputi identifikasi bahaya penilaian risiko pengendalian risiko dan peluang, rencana tindakan yang tertuang dalam sasaran dan program, serta pemenuhan standar dan peraturan perundangan Keselamatan Konstruksi. Pada Proyek Akhir Terapan kali ini penulis merencanakan SMKK pada pekerjaan erection girder Proyek Jalan Tol Pekanbaru-Dumai Seksi 6IC Ramp 3 dengan menggunakan alat bantu crane.
Pada tahap identifikasi bahaya, penilaian risiko dan pengendalian risiko yang merupakan poin penting dalam Perencanaan Keselamatan Konstruksi kali ini penulis menggunakan metode HIRARC (Hazard Identification, Risk Assessment and Risk Control).
Di samping itu, identifikasi bahaya, penilaian risiko, dan pengendalian risiko menggunakan dasar hukum Permen PUPR No. 21 Tahun 2019 tentang pedoman sistem manajemen keselamatan konstruksi. Serta perhitungan biaya penyelenggaraan SMKK mengacu pada Surat Edaran Menteri PUPR No. 11 Tahun 2019 tentang petunjuk teknik biaya penyelenggaraan sistem manajemen keselamatan konstruksi.
Hasil dari proyek akhir ini terdapat 50 potensi bahaya yang teridentifikasi pada pekerjaan erection girder dengan rincian 5 risiko tinggi, 21 risiko sedang, dan 24 risiko rendah. Untuk nilai biaya penyelenggaraan sistem manajemen keselamatan konstruksi adalah sebesar Rp 489.796.152,23.

The Construction Safety Management System (SMKK) is part of the construction work implementation management system to ensure the realization of Construction Safety. Construction Safety Planning is an activity that at least includes hazard identification, risk assessment, risk and opportunity control, action plans contained in the objectives and programs, and compliance with Construction Safety standards and regulations.
In this Applied Final Project, the writer plans SMKK on the erection girder work of the Pekanbaru-Dumai Toll Road Section 6IC Interchange 3 using a crane. At the hazard identification stage, risk assessment, and risk control are important points in Construction Safety Planning, this time the author uses the HIRARC (Hazard Identification, Risk Assessment, and Risk Control) method.
Besides, hazard identification, risk assessment, and risk control use the legal basis for the PERMEN PUPR No. 21 Tahun 2019 concerning construction safety management system guidelines. As well as the calculation of the cost of implementing the SMKK refers to the Surat Edaran Menteri PUPR No. 11 Tahun 2019 concerning technical guidelines for the cost of operating a construction safety management system.
The results of this final project contained 50 identified potential hazards in the erection girder work with details of 5 high risks, 21 medium risks, and 24 low risks. The cost value of the construction safety management system is IDR 489,796,152.23.
