Abstract
Pandemi COVID-19 secara global telah menyebabkan 118 juta kasus per 13 Maret 2021. Sektor pariwisata merupakan salah satu sektor yang sensitif terhadap situasi pandemi COVID-19. Penangan COVID-19 di Indonesia dilakukan dengan pemberlakuan kebijakan PSBB dan PPKM yang dilakukan untuk melakukan pembatasan pergerakan barang, fisik, kegiatan keagamaan, bekerja dari rumah, dan kegiatan di tempat dan fasilitas umum. Sektor pariwisata Indonesia merasakan dampak dari pandemi COVID-19 karena mengandalkan pergerakan manusia dan merugi lebih dari 10 triliun. Dikarenakan pandemi COVID-19, wisatawan memiliki persepsi risiko (perceived risk) mengenai risiko kesehatan dan kemungkinan tertular COVID-19 telah mempengaruhi niat bepergian (intention to travel). Menyikapi hal tersebut, Pemerintah Indonesia melakukan upaya dalam memulihkan industri pariwisata yang terdampak pandemi COVID-19 untuk dapat menciptakan ekosistem pariwisata berkelanjutan (tourism sustainability). Penelitian menggunakan model theory of planned behavior yang diintegrasikan dengan perceived risk untuk mengidentifikasi hubungan persepsi risiko COVID-19 terhadap niat bepergian wisatawan domestik. Kuesioner disebarkan secara online dan dianalisis menggunakan PLS-SEM dengan jumlah responden sebanyak 316. Hasil menunjukkan bahwa perceived risk memiliki dampak negatif terhadap intention to travel secara tidak langsung melalui variabel attitude dan perceived beahavior control. Implikasi manajerial yang dapat diterapkan bagi stakeholder pariwisata diantaranya melakukan penjagaan dibeberapa titik untuk memastikan wisatawan mematuhi penggunaan masker, membatasi jumlah kunjungan serta jam buka agar wisatawan dapat lebih rileks dikarenakan tidak membludak dan aman, membuat diskon wisata bagi wisatawan dengan syarat dan ketentuan berlaku, membuat berbagai promo yang berfokus menonjolkan keluarga yang sedang berwisata, hingga berkoordinasi dengan pemerintah dan satgas COVID untuk antisipasi lonjakan wisatawan untuk penanganan darurat.

The COVID-19 pandemic globally has caused 118 million cases as of March 13, 2021. The tourism sector is one of the sectors that is sensitive to the COVID-19 pandemic situation. Handling of COVID-19 in Indonesia is carried out by implementing the PSBB and PPKM policies which are restrict to move goods, religious activities, work from home, and activities in public places and facilities. Indonesia's tourism sector is affecting the impact of the COVID-19 pandemic because it relies on human movement and has lost more than 10 trillion. Due to the COVID-19 pandemic, tourists have a perception of risk regarding health risks and the possibility of contracting COVID-19 has influenced travel intention. In response to this, the Indonesia Government is making efforts to improve tourism affected by the COVID-19 pandemic to be able to create a sustainable tourism ecosystem. This research uses the theory of a planned behavior model that is integrated with risk perceptions of COVID-19 to identify the intention to travel of domestic tourists. This study used an online questionnaire and analyzed using PLS-SEM with 316 respondents. The results show that perceived risk has a negative impact on travel intentions indirectly through perceived attitude and behavioral control variables. Managerial implications that can be applied to stakeholders and others include guarding at several points to ensure compliance with the application of masks, limiting the number of visits, and opening hours so that tourists can be more relaxed and feel safe, making discounts for tourists with the terms and conditions, making various promos that highlight the attention of families who are traveling, coordinating with the government and the satgas COVID to find tourism solutions for emergency handling.
