Abstract

Keberadaan Masyarakat Berpenghasilan Rendah (MBR) membutuhkan tempat tinggal, salah satunya berupa rusunawa, yang merupakan solusi tempat tinggal ditengah keterbatasan lahan. Kualitas lingkungan tempat tinggal dan kepuasan penghuni adalah persyaratan dasar untuk kualitas hidup yang lebih baik. Penelitian ini bertujuan untuk mengetahui kesesuaian antara harapan dan kenyataan pelayanan yang diterima penghuni Rusunawa ditinjau dari Building Performance Evaluation, dan untuk mengetahui hal-hal yang harus dilakukan dalam memperbaiki pelayanan pengelola rusunawa di Kota Surabaya. Dalam penelitian ini digunakan metode Importance Performance Gap Analysis (IPGA) dan Quality Function Deployment (QFD) untuk menunjukkan kesenjangan kualitas produk dan layanan dengan fakta yang diterima pelanggan sehingga perlu dilakukan tindakan teknis peningkatan sumber daya manusia dan manajemen. Data dikumpulkan dengan metode survei menggunakan kuesioner yang diberikan kepada responden penghuni. Hasil akhir yang didapatkan dari analisis IPGA adalah kesenjangan kualitas yang diukur berdasarkan tingkat kesesuaian total Rusunawa Gunung Anyar sebesar 76 %, Rusunawa Penjaringansari Tahap II sebesar 80,20 %, Rusunawa Wonorejo Tahap II sebesar 80,73 %, dan Rusunawa Grudo sebesar 90,40 %. Tindakan teknis berdasarkan analisis QFD yang diprioritaskan adalah melakukan perawatan rutin sebesar 10,39 %. Dapat disimpulkan bahwa Rusunawa Gunung Anyar yang harus diprioritaskan mendapatkan perawatan rutin.

The existence of Low-Income Communities (MBR) requires a flat in the middle of limited land. The quality of the living environment and occupant satisfaction are basic requirements for a better quality of life. This study aims to determine the suitability between expectations and the reality of the services received by Rusunawa residents in terms of Building Performance Evaluation, and to find out things that must be done in improving the services of Rusunawa managers in the city of Surabaya. In this study, the Importance Performance Gap Analysis (IPGA) and Quality Function Deployment (QFD) methods are used to show the gap between product and service quality and the facts received by customers, so technical action is needed to improve human resources and management. Data was collected by survey method using a questionnaire given to resident respondents. The final results obtained from the IPGA analysis are the quality gaps measured based on the total suitability level of the Gunung Anyar Flats of 76%, Penjaringansari Flats Phase II of 80.20%, Wonorejo Flats Phase II of 80.73%, and Grudo Flats of 90.40 %. The technical action based on QFD analysis is prioritized to carry out routine maintenance of 10.39%. It can be concluded that the Rusunawa Gunung Anyar should be prioritized for routine maintenance.
