Abstract

Gedung ITS Tower 3 merupakan bangunan vertikal yang akan dibangun pada Kawasan Sains dan Teknologi di Institut Teknologi Sepuluh Nopember untuk menunjang sarana pendidikan. Gedung ini dibagi menjadi dua zona yaitu zona fungsi privat dan zona fungsi semi publik. Zona fungsi privat difungsikan sebagai area ruang kelas dan zona fungsi semi publik difungsikan sebagai area komersial, kantin, dan auditorium. Zona fungsi semi publik akan disewakan. Pembiayaan investasi untuk biaya konstruksi sebagian berasal dari hibah pemerintah. Permasalahannya adalah berapakah alokasi anggaran yang harus disediakan ITS, baik untuk kekurangan pembiayaan investasi maupun untuk biaya operasional dan pemeliharaan, agar pembangunan gedung layak secara finansial. Tugas Akhir ini bertujuan untuk menganalisis sensitivitas kelayakan finansial pembangunan gedung terhadap alokasi anggaran yang harus disediakan oleh ITS. Analisis kelayakan finansial menggunakan parameter Net Present Value (NPV) dengan usia investasi 10 tahun dan MARR 5,56%. Terlebih dahulu dilakukan analisis kelayakan berdasarkan aliran kas masuk yang diperoleh dari hasil sewa pada zona semi publik. Setelah itu dilakukan analisis sensitivitas untuk mengetahui besarnya alokasi anggaran yang harus disediakan ITS untuk kekurangan pembiayaan investasi maupun untuk biaya operasional dan pemeliharaan. Dari hasil analisa kelayakan didapatkan bahwa hanya dengan aliran kas masuk dari hasil sewa zona fungsi publik investasi tidak layak (NPV = -Rp23.619.655.850). Dari hasil analisis sensitivitas, apabila occupancy rate sewa zona fungsi publik 100%, ITS hanya perlu mengalokasikan anggaran untuk kekurangan pembiayaan investasi. ITS harus mengalokasikan anggaran untuk biaya operasional dan pemeliharaan, selain untuk kekurangan biaya investasi, apabila occupancy rate sewa zona fungsi publik hanya 87,0048%.

ITS Tower 3 is a vertical building designed to be built in the Science and Technology Area at the Sepuluh Nopember Institute of Technology to bolster educational facilities. It will classify into two zones, which are private zone and semi-public zone. The private section consists of a classroom area, and the semi-public zones consist of commercial space, canteen, and auditorium. The semi-public zones will be accessible for rent. Some of the investment funds for construction costs achieve from government grants. The problem is how much budget allocation must be provided by ITS, both for the inadequacy of investment funds, operational and maintenance costs, so that the construction of the building is financially feasible. This final project aims to analyze the financial feasibility sensitivity of ITS Tower 3 towards the budget allocation that must be provided by ITS. The financial feasibility analysis uses the Net Present Value (NPV) parameter with an investment period of 10 years and a MARR of 5.56%. Foremost, a feasibility analysis is calculated based on the cash inflows consists of semi-public zone rent. Moreover, a sensitivity analysis uses for determines the ITS budget allocation for the inadequacy of investment fund, operational, and maintenance costs. From the feasibility analysis results, if the cash inflows only achieve from the rent of semi-public zone, thence the investment is unfeasible (NPV = -Rp23,619,655,850).
Sensitivity analysis results reveal that if the occupancy rate is 100%, ITS only needs to allocate a budget for the inadequacy of investment funds. ITS must allocate a budget for operational and maintenance costs, in addition to the lack of investment costs, if the occupancy rate for the semi-public zone rent is only 87,0048%.
