Abstract

Indonesia mengalami peningkatan kebutuhan akan minyak sejak 1 dekade terakhir dikarenakan tingginya tingkat konsumsi masyarakat. Pemerintah mencanangkan untuk menumbuhkan industri Kilang Minyak sebagai upaya pencapaian ketahanan energi di Indonesia. Salah satunya akan dibangun Kilang Minyak di kabupaten Tuban, Jawa Timur yang diharapkan dapat meningkatkan penyediaan minyak mentah serta bahan bakar dalam negeri sehingga tidak bergantung pada impor.
Kilang Minyak di kabupaten Tuban membutuhkan fasilitas yang memadai di area pelabuhan untuk menunjang produktifitasnya. Maka dari itu, perlu direncanakan dermaga produk untuk kegiatan loading dan pendistribusian hasil produksi minyak dengan kapasitas kapal sebesar 10.000 DWT. Pembangunan dermaga tersebut memerlukan perencanaan detail struktur seperti loading platform, breasting dolphin, mooring dolphin, catwalk, trestle, serta aksesoris dermaga berupa fender dan bollard. Lalu, melakukan evaluasi terhadap layout perairan serta daratan di area pelabuhan Kilang Minyak Tuban terhadap masterplan yang telah ada. Dan yang terakhir merencanakan metode pelaksanaan serta estimasi anggaran biaya dari pembangunan dermaga tersebut.
Hasil dari perencanaan struktur dermaga produk curah cair ini diperoleh dimensi loading platform 15 x 20 m2, breasting dolphin 5 x 5 m2, mooring dolphin 3,8 x 3,8 m2, catwalk 1,2 x 5,75 m2 – 1,2 x 34,6 m2 – 1,2 x 29 m2, dan trestle 6 x 194 m2. Rencana anggaran biaya yang diperlukan dalam pembangunan dermaga ini sebesar Rp 80.471.264.000.-

Indonesia has undergone an increase in demand for oil since the last decade due to high levels of public consumption. The government plans to grow the Oil Refinery industry as an effort to achieve energy endurance in Indonesia. One of them will be built an Oil Refinery in Tuban Regency, East Java which is expected to increase the supply of crude oil and domestic fuel so that it does not depend on imports.
The Oil Refinery in Tuban Regency needs adequate facilities in the port area to support its production. Therefore, it is necessary to design a product pier for loading and distributing oil products with a vessel capacity of 10,000 DWT. The construction of the pier requires detailed planning of structures such as loading platforms, breasting dolphins, mooring dolphins, catwalks, trestles, and pier accessories such as fenders and bollards. Then, evaluate the layout of the waters and land in the Tuban Oil Refinery port area based on the existing master plan. And the last one is planning the implementation method and estimating the cost of the pier construction.
The results of the design of the pier structure for liquid bulk products are obtained with dimensions of loading platform 15 x 20 m2, breasting dolphin 5 x 5 m2, mooring dolphin 3,8 x 3,8 m2, catwalk 1,2 x 5,75 m2 – 1,2 x 34,6 m2 – 1,2 x 29 m2, and trestle 6 x 194 m2. The budget plan required for the construction of this pier is Rp 80.471.264.000.-
