Abstract
Bus tingkat wisata City Tour Jakarta merupakan salah satu strategi Pemerintah Provinsi DKI Jakarta untuk mendukung sektor pariwisata. Namun dalam beberapa tahun terakhir, pengoperasian Bus City Tour Jakarta terlihat sepi peminat. Berdasarkan preferensi pengguna bus, kurang optimalnya kinerja beberapa atribut pelayanan Bus City Tour Jakarta dan masa adaptasi baru pandemi Covid-19 merupakan faktor penyebab terjadinya penurunan jumlah pengguna Bus City Tour Jakarta dari tahun 2019. Dengan demikian, tujuan dari penelitan ini adalah untuk merumuskan strategi peningkatan penggunaan Bus City Tour Jakarta pasca pandemi Covid-19 berdasarkan preferensi pengguna. Dalam melakukan penelitian terdapat 3 (tiga) sasaran untuk tujuan penelitian. Sasaran pertama yaitu mengidentifikasi karakteristik atribut-atribut pelayanan Bus City Tour Jakarta pada kawasan studi menggunakan metode analisis deskriptif. Sasaran kedua yaitu menganalisis preferensi pengguna terhadap tingkat kinerja dan kepentingan atribut-atribut pelayanan Bus City Tour Jakarta menggunakan metode analisis Importance Performance Analysis (IPA). Sasaran ketiga yaitu merumuskan strategi peningkatan penggunaan Bus City Tour Jakarta pasca pandemi Covid-19 dengan menggunakan metode analisis deskriptif yang didasarkan pada kondisi eksisting, kebijakan yang berlaku serta studi terdahulu. Hasil penelitian menunjukkan bahwa terdapat 11 atribut pelayanan Bus City Tour Jakarta yang memiliki tingkat kinerja yang rendah namun memiliki tingkat kepentingan yang tinggi. Atribut-atribut pelayanan Bus City Tour Jakarta yang menjadi prioritas utama dalam perbaikan adalah ketepatan antara waktu kedatangan bus dengan informasi jadwal yang ada, ketersediaan informasi jadwal kedatangan bus di halte bus, ketersediaan cairan antiseptik (hand sanitizer) di dalam bus, kemudahan pengguna bus dalam menjangkau halte bus, penumpang bus saling menjaga jarak antar sesama penumpang, ketersediaan akses khusus untuk penyandang disabilitas, ketersediaan tempat duduk di dalam bus, ketersediaan rambu tempat pemberhentian bus di halte bus, petugas menghimbau bus untuk menjaga jarak aman, ketersediaan tempat duduk di halte bus dan penyemprotan disinfektan pada bus secara berkala. Berdasarkan hal tersebut, kemudian terumuskan strategi peningkatan penggunaan Bus City Tour Jakarta yang terbagi kedalam 2 (dua) kategori yakni strategi peningkatan penggunaan Bus City Tour Jakarta dalam situasi normal dan new normal.

The City Tour Jakarta double-decker bus is one of the strategies of the DKI Jakarta Provincial Government to support the tourism sector. However, in recent years, the operation of the Jakarta City Tour Bus has seen a lack of interest. Based on the preferences of bus users, the less than optimal performance of several service attributes of the Jakarta City Tour Bus and the new adaptation period of the Covid-19 pandemic is a factor causing the decline in the number of Jakarta City Tour Bus users from 2019. Thus, the purpose of this research is to formulate strategies to increase the use of the Jakarta City Tour Bus after the Covid-19 pandemic based on user preferences.
In conducting research there are 3 (three) targets for research purposes. The first target is to identify the characteristics of the Jakarta City Tour Bus service attributes in the study area using descriptive analysis methods. The second target is to analyze user preferences for the level of performance and the importance of the service attributes of the Jakarta City Tour Bus using the Importance Performance Analysis (IPA) method. The third target is to formulate strategies to increase the use of the Jakarta City Tour Bus after the Covid-19 pandemic by using a descriptive analysis method based on existing conditions, applicable policies and previous studies.
The results showed that there were 11 service attributes of the Jakarta City Tour Bus which had a low level of performance but had a high level of importance. The attributes of the Jakarta City Tour Bus service that are the main priority in repairs are the accuracy between the arrival time of the bus and the existing schedule information, the availability of bus arrival schedule information at the bus stop, the availability of antiseptic liquid (hand sanitizer) on the bus, the ease of bus users in reach bus stops, bus passengers keep their distance from each other, availability of special access for persons with disabilities, availability of seats on buses, availability of signs for bus stops at bus stops, officers urge users bus to maintain a safe distance, availability of seats at bus stops and spraying disinfectant on buses regularly. Based on this, then formulated strategies to increase the use of the Jakarta City Tour Bus which is divided into 2 (two) categories, namely the strategy to increase the use of the Jakarta City Tour Bus in normal and new normal situations.
