Abstract

Sumber daya manusia merupakan kunci utama dalam pembangunan suatu bangsa. Upaya penciptaan sumber daya manusia yang berkualitas terus dilakukan pemerintah melalui penyelenggaraan pendidikan. Namun hingga saat ini, beberapa program pemerintah belum sepenuhnya tercapai dan kualitas pendidikan Indonesia juga masih berada di peringkat bawah jika dibandingkan dengan negara lain di dunia. Oleh karena itu, perlu dilakukan pengukuran terhadap kinerja pendidikan di Indonesia. Tujuan penelitian ini yaitu mengidentifikasi kinerja berbasis efisiensi dan produktivitas pendidikan serta memberikan target perbaikan bagi provinsi yang belum efisien. Objek yang diteliti yaitu 34 provinsi di Indonesia pada tahun ajaran 2017/2018, 2018/2019 dan 2019/2020. Pengukuran efisiensi dilakukan dengan metode Data Envelopment Analysis sementara pengukuran produktivitas melalui Malmquist Productivity Index. Hasilnya menunjukkan selama 3 tahun ajaran, yang berhasil mencapai cost efficiency di jenjang sekolah dasar, sekolah menengah pertama, dan sekolah menengah atas masing-masing sejumlah 6 provinsi serta 5 provinsi di sekolah menengah kejuruan. Provinsi yang berhasil mencapai technical efficiency selama 3 tahun ajaran ada 10 di sekolah dasar, 9 di sekolah menengah pertama, 6 di sekolah menengah atas, dan 5 di sekolah menengah kejuruan. Sedangkan provinsi yang berhasil mencapai overall efficiency yaitu 15 di provinsi di sekolah dasar, 13 di sekolah menengah pertama, 10 di sekolah menengah atas, dan 10 di sekolah menengah kejuruan. Bagi provinsi yang belum efisien disarankan melakukan perbaikan dengan mengacu pada weak projection. Adapun pengukuran produktivitas menunjukkan bahwa terdapat 28 provinsi produktif di sekolah dasar, 27 di sekolah menengah pertama, 4 provinsi di sekolah menengah atas, dan 15 provinsi pada jenjang sekolah menengah kejuruan. Disajikan pula kuadran efisiensi dan produktivitas yang mengelompokkan provinsi dengan kinerja terbaik hingga terburuk selama 3 tahun ajaran.

Human resources are the main key in the development of a nation. The government continues to create the quality human resources through improving the provision of education. However, several government programs have not been fully achieved and the quality of education in Indonesia is also still in the lower rank when compared to other countries in the world. Therefore, it is necessary to measure the performance of education in Indonesia. The purpose of this study is to identify performance-based efficiency and productivity of education and provide improvement targets for provinces that are not yet efficient. The objects studied were 34 provinces in Indonesia in the 2017/2018, 2018/2019 and 2019/2020 academic years. The measurement of efficiency uses the Data Envelopment Analysis method while the measurement of productivity uses the Malmquist Productivity Index. The results show that for 3 academic years, 6 provinces have succeeded in achieving cost efficiency at the elementary, junior high, and high school levels, respectively, and 5 provinces in vocational high schools. Provinces that have succeeded in achieving technical efficiency for 3 academic years are 10 in elementary schools, 9 in junior high schools, 6 in senior high schools, and 5 in vocational high schools. Meanwhile, the provinces that managed to achieve overall efficiency were 15 in the provinces in elementary schools, 13 in junior high schools, 10 in high schools, and 10 in vocational high schools. For provinces that are not yet efficient, it is recommended to make improvements by referring to the weak projection. The productivity measurement shows that there are 28 productive provinces in primary schools, 27 in junior high schools, 4 provinces in senior high schools, and 15 provinces at the vocational high school level. Efficiency and productivity quadrants are also presented which group the provinces with the best to the worst performances for 3 academic years.
