Abstract

Pesatnya laju pertumbuhan penduduk di Surabaya menjadi tantangan dalam pengembangan infrastruktur transportasi, salah satu strategi untuk mengatasinya yaitu menghidupkan kembali transportasi masal berbasis rel dengan skema Kerjasama Pemerintah Badan Usaha (KPBU) yang merupakan suatu solusi pembiayaan terhadap pemenuhan kebutuhan infrastruktur yang lebih baik untuk pelayanan masyarakat. Perencanaan terkait moda transportasi ini telah dilakukan sejak 2014 dan belum menemui titik terang hingga saat ini. Penelitian ini bertujuan mengetahui indikator penghambat, akar permasalahan, dan pola hubungan antar stakeholder dalam pengadaan transportasi masal berbasis rel dengan skema KPBU.

Tujuan penelitian tercapai dengan beberapa metode yang terbagi dalam tahapan tertentu. Tahap pertama yaitu dengan menggunakan Relative Important Index (RII) untuk mengetahui indikator yang memiliki tingkat kepentingan yang tingi, hasil tersebut kemudian dianalisis menggunakan Confident Interval (CI) untuk mengetahui akurasi hasil dengan tingkat kepercayaan 95%. Pada pengolahan hasil tahap kedua menggunakan metode Fault Tree Analysis (FTA) untuk mencari basic event yang menggambarkan akar permasalahan dari indikator yang memiliki tingkat kepentingan yang tinggi. Akar permasalahan yang dihasilkan menjadi input pada pengolahan tahap ketiga dengan menggunakan Social Network Analysis (SNA) untuk mengetahui hubungan antar stakeholder.

Hasil penelitian menunjukkan variabel Tingginya biaya pengadaan KPBU dan Lemahnya akses dalam memperoleh pembiayaan KPBU merupakan indikator dengan tingkat kepentingan tertingi. Hasil tersebut dikarenakan pada skema KPBU terdapat sistem persetujuan tiap tahapan kompleks, campur tangan politik dalam proses pengadaan, dan kurangnya kapasitas pemangku kepentingan. Hasil analisis hubungan permasalahan dengan stakeholder terkait yang dilakukan menunjukkan Badan Perencanaan dan Pembangunan Kota Surabaya (Bappeko) merupakan stakeholder yang paling memungkinkan untuk menjadi leading sector dalam penyelesaian permasalahan transportasi masal berbasis rel dengan skema KPBU di Kota Surabaya.

The rapid rate of population growth in Surabaya is a challenge in the development of transportation infrastructure, one strategy to overcome it is reviving rail-based mass transportation with the Government-Business Partnership (PPP) scheme which is a financing solution to meet better infrastructure needs for public services. Planning related to this mode of transportation has been carried out since 2014 and has not met a bright spot until now. This study aims to determine the inhibiting indicators, root causes, and patterns of relationships between stakeholders in the procurement of rail-based mass transportation with the PPP scheme.

The research objectives were achieved by several methods which were divided into certain stages. The first stage is to use the Relative Important Index (RII) to determine the indicators that have a high level of importance, the results are then analyzed using the Confident Interval (CI) to determine the accuracy of the results with a 95% confidence level. In the second stage of processing the results using the Fault Tree Analysis (FTA) method to find basic events that describe the root cause of indicators that have a high level of importance. The resulting root problems become input for the third stage of processing using Social Network Analysis (SNA) to determine the relationship between stakeholders.

The results of the study show that the variable High PPP procurement costs and weak access to PPP financing are indicators with the highest level of importance. These results are because in the PPP scheme there is a complex approval system at each stage, political interference in the procurement process, and a lack of stakeholder capacity. The results of the analysis of the relationship between the problems and the relevant stakeholders that have been carried out show that the Planning and Development Agency for the City of Surabaya (Bappeko) is the most likely stakeholder to become the leading sector in solving rail-based mass transportation problems with the PPP scheme in Surabaya.
