Abstract

Timbulan sampah di Kota Balikpapan terdiri dari berbagai komposisi sampah dengan nilai presentase yang berbeda-beda. Salah satu jenis sampah yang menjadi perhatian adalah sampah plastik. Sampah plastik memiliki kontribusi mencapai 17% dari produksi sampah keseluruhan di Kota Balikpapan yang membuat sampah plastik menempati urutan ketiga setelah sampah organik mudah terurai dan kertas. Angka ini menunjukkan bahwa tingkat konsumsi plastik oleh masyarakat Kota Balikpapan masih tinggi yang demikian menuntut partisipasi seluruh lapisan masyarakat dalam mengelola sampah plastik sebagai upaya mengurangi dan mengelola sampah plastik.
Ancaman permasalahan sampah plastik ini membuat pemerintah Kota Balikpapan berinisiatif untuk membuat dan menerapkan Peraturan Walikota (Perwali) Nomor 8 Tahun 2018 tentang Pengurangan Penggunaan Kantong Plastik dan Peraturan Derah (Perda) Kota Balikpapan No. 1 Tahun 2019 tentang Pengurangan Penggunaan Produk/ Kemasan Plastik Sekali Pakai. Kontribusi berbagai pihak pemangku kepentingan atau stakeholder dalam pengeloaan sampah dapat dilakukan dengan berbagai pendekatan untuk mengidentifikasi pihak manasaja yang terlibat.
Penelitian ini dilakukan dengan mengkaji aspek teknis dan aspek peran stakeholder dalam pengurangan dan pengelolaan sampah plastik sekali pakai. Pengumpulan data yang akan dilakukan menggunakan data sekunder berdasarkan studi literatur dan data primer hasil kuisioner. Pertanyaan kuisioner yang akan digunakan akan dibagi sesuai dengan setiap peran stakeholder, yaitu masyarakat, pelaku usaha, komunitas, bank sampah dan Dinas Lingkungan Hidup Kota Balikpapan. Secara umum isi kuisioner akan membahas mengenai faktor yang mempengaruhi stakeholder dalam pengurangan dan pengelolaan sampah plastik sekali pakai diantaranya, kuisioner pengetahuan, sikap terhadap lingkungan, presepsi, dan tingkat partisipasi. Pegambilan data dilakukan dengan menyebarkan kuisioner secara online melalui media sosial whatsapp, instagram dan line serta wawancara secara langsung.
Data yang diperoleh akan dianalisis mengunakan uji validitas dan rebilitas serta pengelompokkan berdasarkan upaya dari stakeholder yang telah dilakukan. Hasil penelitian ini menunjukkan potensi timbulan sampah plastik sekali pakai yang paling banyak digunakan adalah kantong plastik, botol/gelas plastik, sedotan plastik, dan kemasan plastik. Faktor utama yang menghambat pengurangan penggunaan plastik sekali pakai adalah harga penggunaan alternatif penganti yang cukup mahal. Sedangkan, faktor pendukungnya adalah dapat menciptakan citra positif dalam kalangan masyarakat dan adanya peraturan yang berlaku. Selain itu, didapatkan 2 kelompok peran stakeholder dalam upaya pengurangan dan pengelolaan sampah plastik sekali pakai.

Waste generation in Balikpapan City consists of various compositions of waste with different percentage values. One type of waste that is of concern is plastic waste. Plastic waste contributes to 17% of the total waste production in Balikpapan City, which makes plastic waste third after biodegradable organic waste and paper. This figure shows that the level of plastic consumption by the people of Balikpapan City is still high, which requires the participation of all levels of society in managing plastic waste as an effort to reduce and manage plastic waste.
The threat of this plastic waste problem has made the Balikpapan City government take the initiative to create and implement Regulation Of Mayor (Perwali) of 2018 concerning Reducing the Use of Plastic Bags and Balikpapan City Regional Regulation (Perda) No. 1 of 2019 concerning Reducing the Use of Single Use Plastic Products/Packaging. Contribution of various stakeholders in waste management can be done with various approaches to identify which parties are involved.
This research was conducted by examining the technical aspects and the role of stakeholders aspects in the reduction and management of single-use plastic waste. Data collection will be carried out using secondary data based on literature studies and primary data from questionnaires. Questionnaire questions that will be used will be divided according to each stakeholder role, namely the community, business actors, communities, waste banks and the Balikpapan City environmental service. In general, the contents of the questionnaire will discuss the factors that influence stakeholders in the reduction and management of single-use plastic waste including, knowledge questionnaires, attitudes towards the environment, perceptions, and levels of participation. Data collection was carried out by distributing online questionnaires through social media whatsapp,
instagram and line as well as direct interviews.
The data obtained will be analyzed using validity and
reliability tests and grouping based on the efforts of the stakeholders that have been carried out. The results of this study indicate the potential for the generation of single-use plastic waste that is most widely used is plastic bags, plastic bottles/cups, plastic straws, and plastic packaging. The main factor that hinders the reduction in the use of single-use plastics is the price of using alternative substitutes which are quite expensive. Meanwhile, the supporting factors are being able to create a positive image in the community and the existence of applicable regulations. In addition, there were 2 groups of stakeholder roles in efforts to reduce and manage single-use plastic waste.
