Abstract
Tidak adanya standar khusus dalam ketentuan perhitungan tarif jasa layanan kapal terkait pelayanan yang diberikan, membuat tarif yang diberikan kepada pengguna jasa dirasa tidak sesuai dengan kualitas layanan yang diberikan. Pelabuhan sudah tidak menerapkan service level agreement, dimana service level agreement penting untuk menjamin standar pelayanan dan tanggung jawab dari pelabuhan maupun pelayaran. Tujuan dari penelitian ini adalah memperoleh formulasi standar perhitungan tarif jasa layanan kapal. Untuk mendapatkan tarif digunakan metode Cost Based Pricing. Pada formula tarif jasa layanan kapal yang diusulkan adalah dengan menambahkan service level agreement dengan mengangkat waktu pelayanan kapal dimana untuk jasa pandu dan tunda menggunakan approach time dan jasa tambat menggunakan waiting time. Dengan menganalisis waktu kinerja operasional maka didapatkan rata-rata approach time Pelabuhan Tanjung Priok sebesar 2,64 jam dan rata-rata approach time Pelabuhan Lembar sebesar 2,76 jam, sedangkan rata-rata waiting time Pelabuhan Tanjung Priok sebesar 37,06 jam dan rata-rata waiting time Pelabuhan Lembar sebesar 30,10 jam. Rata-rata approach time dan waiting time digunakan untuk menemukan rasio waktu keterlambatan layanan, dimana rasio tersebut digunakan untuk pengurangan tarif yang dibayarkan oleh pelayaran, maka didapatkan formula perhitungan tarif jasa pandu dan jasa tunda : HJ = (BPP X LS + Margin) – (Keterlambatan Layanan / Rata-Rata AT), dan formula perhitungan tarif jasa tambat : HJ = (BPP X LS + Margin) – (Keterlambatan Layanan / Rata-Rata WT).

The absence of standards in the calculation of ship service rates related to the services provided make the rates for service users were not satisfy the quality of services provided. Ports are no longer implement the service level agreements, where service level agreements are important to ensure service standards and responsibilities of ports and shipping lines. The purpose of this study is to obtain a standard formulation of ship service tariff calculation. The method used is a Cost Based Pricing method. In the proposed ship service tariff formula is to add Service Level Agreement by increasing the service time of the ship where for pilotage and tug services using approaching time and mooring services using waiting time. By analysing the operational performance time, the average approach time of Tanjung Priok Port is 2,64 hours and the average approach time of Lembar Port is 2,76 hours, while the average waiting time of Tanjung Priok Port is 37,06 hours and the average waiting time of Lembar Port is 30,10 hours. Average approaching time and waiting time are used to find the ratio of service delay time, where the ratio is used for the reduction of ship service rate paid by shipping lines, then obtained the formula of calculating the rate of pilotage services and tug service is P = (UC X LS + Margin) - (Service Delay / Average AT), and the formula of calculation of mooring service rates is P = (UC X LS + Margin) - (Service Delay / Average WT).
