Abstract
PT . Pos Indonesia (Persero) Cabang Gresik , membentuk strategi perusahaan yang bertujuan untuk memajukan perusahaan. Untuk mengetahui strategi tersebut berjalan dengan baik atau tidak, maka perusahaan melakukan penilaian kinerja perusahaan dengan menggunakan Balanced Scorecard. Namun strategi perusahaan yang telah terbangun dengan baik tersebut tidak sampai pada tingkat unit. Hal ini menyebabkan strategi perusahaan tidak dapat berjalan dengan baik Dalam penelitian ini perancangan sistem pengukuran kinerja dilakukan dengan menyelaraskan Balanced Scorecard. Dalam penurunan strategic objective ke tingkat unit akan digunakan matriks, dimana matriks tersebut akan memilah-milah strategic objective perusahaan berdasarkan job description setiap unit. Kemudian dilakukan pengidentifikasian stakeholder expectation. Langkah ini bertujuan untuk membentuk strategi unit perusahaan. Pembobotan kriteria pada model Balanced Scorecard dilakukan dengan tools Analytical Hierarchy Process (AHP). Kemudian dari model konseptual, disusun model User Interface berbasis Delphi untuk memudahkan pengguna dalam pengoperasian sistem pengukuran kinerja tersebut. Hasil dari penelitian ini adalah scoring masing- masing perspektif, key performance indicator dan unit perusahaan . Dimana kinerja unit seluruhnya sudah cukup baik dengan pencapaian 99% untuk unit Pelayanan, 79% untuk unit Pengolahan, dan 121% untuk unit UPL. Pada unit SDM/Sarana/IT meperoleh 96%, 103% untuk unit Keuangan dan 111% untuk unit Pemasaran.

PT. Pos Indonesia (Persero) Cabang Gresik, developed a corporate strategy that aims to promote the corporate. To know these strategies work well or not, the corporate assesses corporate performance using the Balanced Scorecard. However, the corporate strategy has been developed well have not reached the level of the unit. This caused the corporate strategy can not be run well, because the implementer of the strategy the corporate is owned by units of the corporate. In this research, performance measurement system is designed using Cascading Balanced Scorecard. In the reduction of strategic objectives will be used to level the unit matrix, where the matrix will sort through the strategic corporate objectives based on job description of each unit. Then do the identification of stakeholder expectation. This step aims to form the corporate strategy unit. Weighting criteria in the Balanced Scorecard model is done by tools Analytical Hierarchy Process (AHP).Then, from the conceptual model, developed a model based Delphi User Interface. It aims to facilitate users in the operation of the performance measurement system. Results from this study is scoring each perspective, key performance indicators and corporate units where performance is good with all units achieving 99% for service units, 79% for processing units, units UPL has 121% performance, the HR unit / Facilities / IT at 96%). At the Finance and Marketing unit has 103% and 111%.
