Abstract

Indonesia telah menjadi negara dengan pertumbuhan industri konstruksi yang menjanjikan. Namun, banyak perusahaan-pemsahaan konstruksi lokal masih menghadapi kesulitan yang serius seperti kinerja yang buruk dan daya saing rendah. Kinerja dilihat sebagai salah satu cara mengetahui kondisi eksisting perusahaan. PT Wijaya Karya Bangunan Gedung (PT WG) merupakan salah satu perusahaan yang bergerak dalam bidang konstruksi bangunan. PT WG saat ini menggunakan Malcolm Baldrige Criteria for Performance Excellence yang menekankan pada dampak eksternal sebagai pelaporan, sehingga dengan metode Balanced Scorecard yang digunakan oleh penulis dalam penelitian ini, diharapkan dapat menyempurnakan manajemen kinerja yang diimplementasikan oleh perusahaan. Data yang kumpulkan berupa visi,misi,strategi, dan nilai yang terdapat pada perusahaan. Identifikasi proses bisnis dilakukan dengan menggunakan kerangka kerja CIMOSA dan didapatkan 10 atribut kritis proses bisnis. Sasaran obyektif awal diidentifikasi melalui wawancara, data sekunder perusahaan, serta atribut kritis dan didapatkan 17 sasaran obyektif dan 18 KPI yang telah divalidasi. KPI dibobotkan dengan menggunakan metode Analytical Hierarchy Process (AHP). Sasaran obyektif dan KPI diturunkan ke level divisi dan proyek dengan metode shared approached cascading dan didapatkan 14 KPI pada level proyek. Uji coba model dilakukan terhadap salah satu proyek di PT WG. OMAX dan Traffic Light system digunakan untuk memunculkan klasifikasi penilaian. Pada perspektif terdapat dua KPI dengan indikator wama kuning dan dua KPI dengan indikator wama hijau. Pada perspektif customer terdapat satu KPI dengan indikator wama kuning dan satu KPI dengan sistem scoring yang tidak terdeflnisi karena data capaian perusahaan belum tersedia. Pada perspektif internal business process terdapat dua KPI dengan indikator wama hijau, dua KPI dengan warna kuning, dan dua KPI dengan wama merah. Pada perspektif learning and growth, seluruh KPI mendapatkan indikator warna kuning.

Indonesia has been very promising, many local construction companies still face serious difficulties such as poor performance and low competitiveness. Performance is seen as one way to know the existing condition of a company. PT. Wijaya Karya Bangunan Gedung (PT WG) is one company that is engaged in building construction. PT WG is currently using Malcolm Baldrige Criteria for Performance Excellence that emphasizes the external impact as reporting, so that by Balanced Scorecard method used by the authors in this research, it is expected to improve performance management that is implemented by the company. The collected data included vision, mission, strategies, and values of in the company. Identification of business processes carried out by using the CIMOSA framework and obtained 10 attributes of critical business processes. Initial objective targets were identified through interviews, secondary data companies, as well as the critical attributes and obtained 17 objective goals and 18 KPIs that have been validated. The KPIs were weighted using Analytical Hierarchy Process (AHP). Objective goals and KPI cascaded to division and project level by shared approached cascading methods and obtained 14 KPIs at project level. The model trials carried out on one of the model project in FT WG. OMAX and Traffic Light system used to generate classification oj assessments. In the perspectives, there are two KPIs with yellow indicators and two KPIs with green indicators. At the customer's perspective, there is a KPI with a yellow indicator and a KPI with scoring system that is undefined as the data of company performance is not yet available. On the internal business process perspective, there are two KPIs with green indicators, two KPIs with yellow indicators and two KPIs with red indicators. On learning and growth perspective, the entire KPI get yellow indicators.
