Abstract

Pemerintah belum menyelesaikan semua permasalahan ketersediaan air di musim kemarau. Upaya pemerintah untuk memenuhi ketersediaan air, khususnya di kabupaten semarang dan sekitarnya, pemerintah membangun bendungan jragung. Pembangunan bendungan jragung bisa diselesaikan sesuai waktu kontrak dengan tanpa hambatan. Jika pelaksanaan konstruksi tidak banyak mengalami keterlambatan. Untuk mencegah keterlambatan pelaksanaan konstruksi bendungan jragung maka perlu mencari penyebab keterlambatan dan usaha memitigasi risiko keterlambatan. Metode house of risk (HOR) digunakan untuk mencari penyebab keterlambatan dan membuat mitigasi risiko keterlambatan.
Sebuah kerangka kerja yang disebut metode house of risk (HOR) dikembangkan, dengan mengkombinasikan model failure modes effect analysis (FMEA) dan model house of quality (HOQ). Metode HOR terdiri atas HOR1 dan HOR2. HOR1 dipakai untuk menentukan peringkat setiap risk agent berdasarkan nilai agregat potensial risiko (ARPj) dan HOR2 memberikan prioritas penanganan yang efektif dengan menyusun preventive action terhadap risk agent yang dipilih di HOR1.
Dari hasil metode HOR diketahui bahwa terdapat 10 risk event dan 36 risk agents. Pada model HOR1 didapatkan 15 penyebab-penyebab risiko prioritas dan model HOR2 didapatkan 14 preventive action, dapat direalisasikan untuk mencegah kemunculan risk agent. Kesalahan dan perbedaan dalam desain, serta gambar tidak detail (A22) merupakan risk agent dengan nilai agregat potensial (ARPj) tinggi yang memiliki tingkat kejadian yang sangat besar dan memicu timbulnya beberapa peristiwa risiko. Melakukan koordinasi sequence pekerjaan antara owner, konsultan dan kontraktor terkait jadwal pelaksanaan pekerjaan yang berkaitan (PA11) merupakan preventive action berada pada tingkat pertama dari risk response dan memberikan penanganan yang efektif bagi kelancaran bendungan jragung.

The problem of water availability during the dry season has not been resolved. The Jragung Dam is constructed to meet the availability of water, especially in the Semarang Regency and its surrounding. The construction of the Jragung Dam could be completed according to the contract period without a hitch if the implementation does not experience a lot of delays. To prevent delays in the construction of Jragung Dam, it is necessary to find the causes of delays and efforts to mitigate the risk of delays. The house of risk (HOR) method is used to find the causes of delays and to mitigate the risk of delays.
A framework called the house of risk (HOR) method was developed by combining the failure modes effect analysis (FMEA) model and the house of quality (HOQ) model. The HOR method consists of HOR1 model and HOR2 model. The HOR1 model is used to rank each risk agent based on the aggregate risk potential (ARPj), and the HOR2 model gives priority to effective handling by compiling preventive action against the risk agent selected in the HOR1 model.
From the results of the HOR method, it was found that there are 36 risk agents and 10 risk events. The HOR1 model discovered 15 priority risk agents, and the HOR2 model obtained 14 preventive actions, which can be realized to prevent the emergence of risk agents. Errors and differences in design, and images that are not detailed (A22) with high aggregate risk potential (ARPj) values is the first risk agent that has a very large occurrence scale and triggers several risk events. Coordinating work sequences between owners, consultants, and contractors regarding the schedule for carrying out related work (PA11) is a preventive action at the first level of risk response and provides effective handling for the smooth running of the Jragung Dam.
