Abstract

Konstruksi terhubung (connected construction) merupakan konsep menggabungkan seluruh tahapan konstruksi dan menggunakan teknologi yang canggih masa kini untuk memecahkan masalah persoalan pada industri konstruksi. Pada fase perencanaan, konstruksi, dan operasi seluruh siklus hidup proyek setiap tahapan diperankan oleh stakeholder yang berbeda beda. Ketidaksesuaian perencanaan dengan luaran akan menjadi konsekuensi apabila integrasi stakeholder pada setiap tahapan tidak terhubung dengan baik. Sehingga perlu adanya identifikasi untuk faktor penentu integrasi stakeholder pada konstruksi terhubung. Tujuan penelitian adalah untuk mengetahui faktor apa saja yang mempengaruhi integrasi stakeholder pada konstruksi terhubung, dan bagaimana keterlibatan stakeholder pada tahapan konstruksi dan penelitian bersifat eksploratif.
Penelitian ini menggunakan instrumen kuesioner sebagai alat pengumpulan data. Sebanyak 110 kuesioner disebarkan, hanya 80 kuesioner yang bisa diproses dan ditarik kesimpulannya. Kuesioner penilaian faktor dan pertanyaan keterlibatan stakeholder, dijawab oleh stakeholder perencanaan dan konsultan desain yang terlibat dalam industri konstruksi di Surabaya. Selanjutnya dilakukan analisis faktor dan analisa deskriptif untuk menarik kesimpulan faktor penentu dan keterlibatan stakeholder pada setiap tahapan konstruksi.
Berdasarkan hasil analisa, faktor penentu yang diteliti ialah faktor penting, faktor sukses, dan faktor penghambat. Dari 19 variabel faktor penting terbentuk 5 faktor yang dapat mewakili variabel : komunikatif untuk pengembangan kinerja proyek; revolusi budaya untuk kesuksesan industri; dukungan stakeholder untuk motivasi organisasi; solusi kolaboratif untuk kinerja profit; adanya budaya sharing knowledge dalam partisipasi stakeholder.
Faktor sukses terdiri dari 24 variabel dan terbentuk 5 faktor yang dapat mewakili variabel : komitmen stakeholder untuk tujuan proyek; resolusi konflik pada proses desain, pengadaan, dan konstruksi; keputusan kolaboratif dengan platform teknologi; perilaku dan peran stakeholder; partisipasi sosial untuk kompromi konflik.
Selanjutnya faktor penghambat terdiri dari 13 variabel dan terbentuk 3 faktor yang dapat mewakili faktor variabel tersebut: konflik, inkooperatif, nonintegrative dan non-komunikatif; hubungan stakeholder; perubahan organisasi dan perilaku stakeholder.
Keterlibatan manajemen properti dalam pengambilan keputusan pada tahap perencanaan belum optimal. Salah satunya hanya 51% responden melibatkan manajemen properti pada tahap perencanaan desain. Teridentifikasinya faktor penentu integrasi stakeholder pada konstruksi terhubung diharapkan mampu menjadi referensi kepada stakeholder proyek konstruksi terkait pentingnya integrasi stakeholder dalam manajemen proyek.

Connected construction is the concept of combining all stages of construction and using today's sophisticated technology to solve problems in industrial construction. In the planning, construction and operation stages of the entire project life cycle, different stakeholders play each stage. The discrepancy between planning and output will be a consequence if the integration of stakeholders at each stage is not well connected. So it is necessary to identify the determinants of stakeholder integration in related constructions. The purpose of this research is to find out what factors influence the integration of stakeholders in connected construction, and how the involvement of stakeholders in the construction and research stages is exploratory in concept.
This study used a questionnaire instrument as a data collection tool. A total of 110 questionnaires were distributed, and only 80 of them could be processed to draw conclusions. The questionnaires included factor assessment questions and stakeholder engagement questions, which were answered by developers and design consultants involved in the construction industry in Surabaya. Furthermore, factor analysis and descriptive analysis were carried out to draw conclusions on the determinants and stakeholder involvement at each stage of construction.
Based on the results of the analysis, the determinants examined were important factors, success factors, and inhibiting factors. Of the 19 important factor variables, five factors were formed that could represent variables : communicative for project performance development; cultural revolution for industrial success; stakeholder support for organizational motivation; collaborative solutions for profit performance; and a culture of sharing knowledge in stakeholder participation.
The success factor consists of 24 variables, and five factors are formed that can represent these variables: stakeholder commitment to project objectives; conflict resolution in the design, procurement, and construction processes; collaborative decisions with technology platforms; stakeholder behavior and roles; and social participation for conflict compromise.
Furthermore, the inhibiting factors consist of 13 variables, and three factors are formed that can represent these variables: conflict, uncooperative, non-integrative, and non-communicative; stakeholder relations; organizational change and stakeholder behavior.
The involvement of property management in decision-making at the planning stage is not optimal, one of them only 51% of respondents involved property management at the design planning stage. Identification of the determinants of stakeholder integration in connected construction is expected to serve as a reference for construction project stakeholders regarding the importance of stakeholder integration in project management.
