Abstract
Supply chain management di PT Waskita Karya bertanggung jawab untuk mengontrol kualitas dan kuantitas material dan jasa yang akan digunakan oleh Proyek mulia dari perencanaan, pengadaan, pengelolaan dan digitalisasi proses bisnis untuk meningkatkan skala ekonomi sehingga efisiensi Proyek tercapai sesuai dengan target perusahaan dan standar kualitas terhadap Proyek-proyek yang ada di Unit Bisnis. Penelitian ini bertujuan untuk mengukur kinerja rantai pasok pada salah satu divisi perusahaan yaitu Divisi SCM yang memiliki porsi pengadaan 60% karena diterapkannya sistem sentralisasi pengadaan sejak bulan Agustus tahun 2021. Sentralisasi pengadaan diharapkan dapat meningkatkan potensi efisiensi biaya dalam pengadaan barang dan jasa. Identifikasi dan pemetaan proses bisnis akan dilakukan berdasarkan model SCOR yang dilanjutkan dengan pengukuran kinerja sentralisasi pengadaan Divisi SCM yang akan difokuskan pada pengukuran kinerja SCOR Level 1 dan 2. Pengukuran kinerja Divisi SCM akan dibandingan dengan data historis selama sentralisasi pengadaan dilaksanakan yaitu tahun 2021 hingga 2022 dan dibandingkan dengan target perusahaan untuk Divisi SCM. Dari pemetaan bisnis pada Divisi SCM sebagai pusat pengadaan untuk Proyek ditemukan tiga metrik kinerja level-1 dan lima metrik level-2. Kinerja reliability menunjukkan bahwa Divisi SCM melakukan 100% pemenuhan permintaan pengadaan dari proyek sejak dimulainya sentralisasi pengadaan. Kinerja responsiveness didapatkan tren cycle time yang semakin Panjang. Kinerja agility memiliki tren kenaikan, begitu juga dengan kinerja cost. Kinerja asset management menunjukkan perusahaan mengalami penurunan efisiensi dalam pengelolan biaya namun tidak dalam keadaan rugi. Dari hasil pengukuran kinerja selama dimulainya sentralisasi pengadaan di perusahaan, target strategis tidak tercapai sehingga perlu dikaji lebih dalam untuk menemukan perbaikan maupun perubahan wewenang pengadaan apabila diperlukan.

Supply chain management at PT Waskita Karya is responsible for controlling the quality and quantity of materials and services to be used by the noble Project from planning, procurement, management and digitalization of business processes to increase economies of scale so that Project efficiency is achieved in accordance with company targets and quality standards for Projects -projects in the Business Unit. This study aims to measure supply chain performance in one of the company's divisions, namely the SCM Division, which has a procurement portion of 60% due to the implementation of a centralized procurement system since August 2021. Procurement centralization is expected to increase the potential for cost efficiency in the procurement of goods and services. Identification and mapping of business processes will be carried out based on the SCOR model followed by measurement of the centralized procurement performance of the SCM Division which will be focused on measuring the performance of SCOR Levels 1 and 2. The performance measurement of the SCM Division will be compared with historical data during the centralization of procurement, namely 2021 to 2022 and compared to corporate targets for the SCM Division. From the business mapping of the SCM Division as the procurement center for the Project, three level-1 performance metrics and five level-2 metrics were found. Reliability performance shows that the SCM Division fulfills 100% procurement requests from projects since procurement centralization began. Responsiveness performance is obtained by a trend of increasingly long cycle times. Agility performance has an increasing trend, as well as cost performance. Asset management performance shows that the company has experienced a decrease in efficiency in managing costs but is not in a state of loss. From the results of performance measurements during the start of procurement centralization in the company, the strategic target was not achieved so it needs to be studied more deeply to find improvements or changes to procurement authority if necessary.
