Abstract
Industri Kecil Menengah (IKM) ialah industri yang berperan paling penting untuk membantu meningkatkan perekonomian di Indonesia. Walaupun begitu, banyak permasalahan yang ditemukan dalam menjalankan sebuah IKM. Oleh karena itu, penelitian ini dilakukan untuk menganalisa kondisi IKM di Kota Surabaya Tahun 2023, menetapkan kriteria indikator
penilaian kinerja, merancang sistem pengukuran kinerja, dan melakukan analisa terhadap hasil perancangan sistem pengukuran kinerja serta rekomendasi untuk memperbaiki kinerja IKM di Surabaya. Penelitian ini dilakukan dengan mengolah data hasil survei IKM Kota Surabaya Tahun 2023, data hasil observasi beberapa IKM, dan data wawancara beberapa IKM yang bersifat opsional dari empat jenis industri terpilih yang dilakukan perancangan sistem pengukuran kinerja menggunakan kerangka kerja Balanced Scorecard. Empat jenis industri tersebut ialah Industri Makanan dan Masakan Olahan, Industri Pakaian Jadi (Konveksi), Industri Reparasi Mobil, dan Industri Kosmetik Untuk Manusia, Termasuk Pasta Gigi. Pada Industri Makanan dan Masakan Olahan didapatkan 15 indikator pengukuran kinerja, pada Industri Pakaian Jadi (Konveksi) didapatkan 13 indikator pengukuran kinerja, pada Industri Reparasi Mobil didapatkan 13 indikator pengukuran kinerja, dan pada Industri Kosmetik Untuk Manusia, Termasuk Pasta Gigi didapatkan 13 indikator pengukuran kinerja. Perancangan
sistem pengukuran kinerja tersebut diharapkan dapat digunakan sebagai bahan untuk melakukan evaluasi mandiri bagi IKM yang berasal dari empat industri tersebut dan perlu
dilakukan peninjauan ulang kembali terkait relevansi indikator pengukuran kinerja yang digunakan pada setiap akhir periode penilaian kinerja. Strategi objektif dari empat jenis industri tersebut sama namun memiliki indikator pengukuran kinerja yang berbeda sesuai dengan karakteristik dari masing-masing jenis industri yang ada.

Small and Medium-Sized Enterprises (SMEs) are industries that play the most important role to improve the economy growth in Indonesia. But, many problems are found in running an SME. Therefore, this research was conducted to analyze the condition of SMEs in Surabaya City in 2023, to determine performance evaluation indicators, to design a performance measurement system, and to analyze the results of the performance measurement system and recommendations for improving the performance of SMEs in Surabaya. This research was conducted by processing the data from the Surabaya SMEs survey results, observational data, and interview data from several SMEs from four selected industries. The design of performance measurement systems are created for those four selected industries using the Balanced Scorecard framework. Those four industries are The Processed Food and Cuisine Industry, The Garment Industries (Convection), The Car Repair Industry, and The Cosmetics Industry for Humans, including Toothpaste. In The Processed Food and Cuisine Industry, 15 performance measurement indicators were obtained, in The Garment Industry (Convection) 13 performance measurement indicators were obtained, in The Car Repair Industry, 13 performance measurement indicators were obtained, and in The Cosmetics Industry for Humans, Including Toothpaste, 13 performance measurement indicators were obtained. It is hoped that the design of the performance measurement systems can be used as a framework to conduct a self assesment by each SME from those four industries and it is necessary to review again regarding the relevance of the performance measurement indicators used at the end of each performance appraisal period. The objective strategies of the four types of industries are the same but have different performance measurement indicators according to the characteristics of each type of industry.
