Abstract

Suatu lahan yang berlokasi di Jl. Akses Tol Cilegon Timur, Kedaleman, Kec. Cibeber, Kota Cilegon, Banten. Lahan ini merupakan lahan milik PT. Grand Mangku Putra dengan luas lahan 22.357,38 m2. Sayangnya lahan tersebut masih berupa lahan yang belum dimanfaatkan oleh pemiliknya, padahal lahan tersebut berlokasi sangat strategis karena terletak tidak jauh dari pintu Tol Cilegon Timur yang merupakan salah satu bagian penting Kota Cilegon. Maka dari itu dibutuhkan Analisa Highest and Best Use (HBU) pada lahan tersebut untuk mengetahui alternatif yang memberikan nilai lahan tertinggi dan terbaik pada lahan The Grand Mangku Putra Arcade Cilegon. Analisis ini meliputi penentuan alternatif, aspek hukum, aspek fisik, aspek keuangan dan produktivitas maksimum. Alternatif-alternatif pemanfaatan lahan didapat dari analisis pasar dan perkembangan properti yang terdapat pada sekitar lahan obyek penelitian. Analisis aspek legal meninjau zoning dan building code yang terdapat pada lahan obyek penelitian agar mengetahui batasan untuk kapasitas maksimum suatu alternatif pemanfaatan lahan. Analisis aspek fisik meliputi luas dan bentuk lahan, utilitas dan aksesibilitas, serta schematic design dari masing-masing alternatif properti. Aspek finansial yang meliputi perencanaan biaya investasi, perencanaan pendapatan, perencanaan pengeluaran, dan analisis arus kas serta yang terakhir yaitu produktivitas maksimum. Analisis-analisis tersebut dilakukan pada beberapa properti yang telah didapat dari penentual alternatif yaitu berupa hotel dan convention hall, kompleks ruko, dan pusat perbelanjaan. Dari alternatif-alternatif property tersebut yang menghasilkan produktivitas terbesar adalah alternatif properti pusat perbelanjaan dengan nilai lahan sebesar Rp 14.26.933,65/m2 dan menghasilkan produktivitas sebesar 264% dari nilai lahan awal sebesar Rp 5.400.000,00 /m2.

A land located on Jl. East Cilegon Toll Access, Kedaleman, Kec. Cibeber, Cilegon City, Banten. This land is owned by PT. Grand Mangku Putra with a land area of 22,357.38 m2. Unfortunately, this land is still land that has yet to be utilized by the owner, even though the land is strategically located since it is located not far from the East Cilegon Toll Gate, which is an essential part of Cilegon City. Therefore, a Highest and Best-Use (HBU) analysis is needed for that land to find out the alternative that gives the highest and best land value on The Grand Mangku Putra Arcade Cilegon land. This analysis includes determining alternatives, legal aspects, physical aspects, financial aspects, and maximum productivity. Land use alternatives are obtained from market analysis and property developments around the research object area. Analysis of the legal aspect reviews the zoning and building codes found on the research object's land to determine the limits for the maximum capacity of alternative land use. The analysis of physical aspects includes land area and shape, utility, and accessibility, as well as the schematic design of each property alternative. The financial aspect includes investment cost planning, income planning, expenditure planning, and cash flow analysis, and the last is maximum productivity. These analyzes were carried out on several properties obtained from alternative determinants, those are in the form of hotels and convention halls, shop complexes, and shopping centers. Of the property alternatives that produce the greatest productivity is the shopping center property alternative with a land value of IDR 14,260,933.65/m2 and yields a productivity of 264% of the initial land value of IDR 5,400,000.00/ m2.
