Abstract
Tingginya risiko pembangunan proyek high rise building dibandingkan proyek konstruksi lainnya seringkali mengalami tantangan yang berbeda, termasuk rendahnya produktivitas yang dapat mempengaruhi waktu penyelesaian proyek serta memperbesar kemungkinan terjadinya keterlambatan proyek. Penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab produktivitas rendah pada proyek high rise building di Kota Surabaya berdasarkan hasil identifikasi risiko, mengetahui bentuk clustering berdasarkan probabilitas dan dampak, serta mengetahui cluster dengan faktor penyebab yang paling dominan berdasarkan hasil Agglomerative Hierarchical Clustering. Identifikasi faktor risiko dilakukan menggunakan metode studi literatur dan dilanjutkan penyebaran kuesioner identifikasi risiko. Setelah faktor-faktor risiko terindentifikasi, dilanjutkan penyebaran kuesioner penilaian risiko berdasarkan probabilitas dan dampak dengan responden pihak manajemen proyek-proyek high rise building di Kota Surabaya. Data mean dari probabilitas dan dampak dianalisis menggunakan metode Agglomerative Hierarchical Clustering (AHC) yang menghasilkan cluster-cluster dari faktor risiko dan dilanjutkan dengan penentuan cluster dominan menggunakan metode Euclidean Distance. Dihasilkan 33 faktor risiko dari tahap identifikasi risiko yang relevan sebagai penyebab produktivitas rendah pada proyek high rise building di Kota Surabaya. Pada analisis Agglomerative Hierarhical Clustering diperoleh 3 cluster utama yakni Cluster 1 berisi 23 anggota, Cluster 2 berisi 5 anggota, dan Cluster 3 berisi 5 anggota faktor risiko. Pada tahap perhitungan nilai Euclidean distance untuk penentuan dominasi cluster, diperoleh hasil bahwa Cluster 2 sebagai high overall risk merupakan cluster dominan dengan anggota, pengerjaan tidak sesuai sequence, kurangnya pengawasan terhadap pekerja, kurangnya perencanaan site, perubahan desain, serta ketidakjelasan instruksi dan perintah berubah-ubah selama pelaksanaan pekerjaan dengan nilai Euclidean Distance sebesar 5,087. Cluster 1 sebagai moderate overall risk dengan nilai 4,297 dan Cluster 3 sebagai low overall risk dengan nilai 3,322.

The high risks associated with high-rise building construction projects compared to other construction projects often present various challenges, including low productivity that can impact project completion time and increase the likelihood of project delays. This study aims to identify the factors causing low productivity in high-rise building projects in Surabaya City based on risk identification, determine the clustering based on probability and impact using Agglomerative Hierarchical Clustering (AHC) method, and identify the cluster with the most dominant causal factors using Euclidean Distance. The risk factors were identified through a literature review and followed by distributing risk identification questionnaires. Once the risk factors were identified, risk assessment questionnaires based on probability and impact were distributed to project management stakeholders of high-rise building projects in Surabaya City. The mean data of probability and impact were analyzed using Agglomerative Hierarchical Clustering (AHC) method, resulting in clusters of risk factors. The dominant cluster was determined using the Euclidean Distance method. A total of 33 risk factors relevant to low productivity in high-rise building projects in Surabaya City were identified during the risk identification phase. The Agglomerative Hierarchical Clustering analysis revealed three main clusters: Cluster 1 with 23 members, Cluster 2 with 5 members, and Cluster 3 with 5 members of risk factors. In the calculation of Euclidean distance to determine the dominance of the cluster, it was found that Cluster 2, classified as high overall risk, was the dominant cluster with members including Deviation from the sequence of work, Lack of worker supervision, Insufficient site planning, Design changes, and Unclear and changing instructions during the execution of work, with a Euclidean Distance value of 5.087. Cluster 1, classified as moderate overall risk, had a value of 4.297, while Cluster 3, classified as low overall risk, had a value of 3.322.
