Abstract

Pemerintah Indonesia sedang meluncurkan program 100 Smart City di Indonesia. Smart city merupakan sebuah konsep yang mengintegrasikan teknologi ke wilayah perkotaan dengan tujuan untuk menciptakan kota yang nyaman, memiliki kemudahan akses yang luas dari segi layanan kota, serta memiliki kelayakan untuk hidup dari segi sosial maupun lingkungan. Salah satunya dimensi dalam pengembangan smart city adalah smart economy. Terdapat tiga subdimensi dalam pengembangan smart economy, yaitu membangun ekosistem industri yang berdaya saing (industry), mewujudkan kesejahteraan dan ekonomi kerakyatan (welfare), serta membangun ekosistem transaksi keuangan digital (transaction). Salah satu kota di Indonesia yang akan bertransformasi menjadi smart economy adalah Kota Balikpapan, Provinsi Kalimantan Timur. Penelitian ini bertujuan untuk menganalisis, mengidentifikasi, dan memberikan rekomendasi kebijakan atau program ekonomi prioritas bagi Pemerintah Kota Balikpapan untuk mencapai smart economy menggunakan metode QSPM. Berdasarkan hasil perhitungan QSPM pada sub-dimensi industry, strategi yang memiliki nilai TAS tertinggi adalah mengajak para investor dan pelaku industri di luar sektor migas untuk berinvestasi di Kawasan Industri Kariangau (KIK), sebesar 5,63. Pada sub-dimensi welfare, strategi dengan nilai TAS tertinggi adalah mengadakan program pelatihan atau magang bagi SDM calon tenaga kerja untuk memenuhi standar perusahaan di Balikpapan, sebesar 6,67. Pada sub-dimensi transaction, strategi yang memiliki nilai TAS tertinggi adalah membuat regulasi mengenai sistem retribusi parkir berbasis elektronik, sebesar 5,41. Strategi tersebut merupakan sedikit dari strategi prioritas lainnya untuk bertransformasi menjadi smart economy dalam mewujudkan konsep smart city di Kota Balikpapan.

The Indonesian government is launching a program to establish 100 Smart Cities in Indonesia. A smart city is a concept that integrates technology into urban areas with the aim of creating a comfortable city that provides wide access to city services and is socially and environmentally sustainable. One of the dimensions in smart city development is the smart economy. There are three sub-dimensions in developing a smart economy, namely building a competitive industrial ecosystem, realizing welfare and grassroots economy, and establishing a digital financial transaction ecosystem. One of the cities in Indonesia that will transform into a smart economy is Balikpapan City, East Kalimantan Province. This research aims to analyze, identify, and provide policy recommendations or priority economic programs for the government of Balikpapan City to achieve a smart economy using the QSPM method. Based on the QSPM calculations for the industry sub-dimension, the strategy with the highest TAS value is to attract investors and industrial players outside the oil and gas sector to invest in the Kariangau Industrial Zone (KIK), with a score of 5.63. For the welfare sub-dimension, the strategy with the highest TAS value is to conduct training or internship programs for prospective workforce candidates to meet the company's standards in Balikpapan, with a score of 6.67. In the transaction sub-dimension, the strategy with the highest TAS value is to establish regulations regarding an electronic-based parking fee system, with a score of 5.41. These strategies are a few of the prioritized strategies to transform into a smart economy in realizing the smart city concept in Balikpapan.
