Abstract
Berdasarkan data Kementerian Energi dan Sumber Daya Mineral (ESDM) pada Juni 2021, kapasitas pembangkit listrik di Indonesia mencapai 73.341 MW dengan komposisi bahan produksi masih didominasi oleh bahan batu bara sebesar 65,30%. Pembangkit Listrik Tenaga Air (PLTA) merupakan solusi alternatif penyediaan energi pembangkit listrik yang mengandalkan energi potensial dan kinetik dari tenaga air sebagai salah satu energi baru dan terbarukan (EBT). Bendungan Tugu, Trenggalek, memiliki potensi daya listrik sebesar 0,4 MW apabila direncanakan sebagai PLTM. Berdasarkan data PLN Unit Induk Distribusi (UID) Jawa Timur, konsumsi listrik sepanjang paruh 2022 mengalami pertumbuhan 2,41% dibanding tahun sebelumnya. Oleh karena itu, dibutuhkan perencanaan PLTM pada Bendungan Tugu untuk memanfaatkan energi air menjadi energi listrik demi menunjang kebutuhan listrik di Jawa Timur, khususnya Trenggalek. Perencanaan PLTM Bendungan Tugu diawali dengan analisis debit ketersediaan air dan debit kebutuhan air untuk dilakukan simulasi kapasitas tampungan Waduk Tugu. Simulasi dengan debit andalan Q90 menghasilkan volume tampungan waduk minimum 1,89 juta m3 dan elevasi muka air waduk minimum +209 m, sehingga direncanakan debit andalan PLTM adalah 0,67 m3/detik. Perencanaan bangunan sipil pada PLTM meliputi bangunan intake, headrace, surge tank, penstock, dan powerhouse menghasilkan kehilangan energi 5,66 m, sehingga tinggi jatuh efektif didapatkan 53,34 m. Turbin pada PLTM direncanakan menggunakan tipe Pelton sebanyak 1 buah dengan nilai efisiensi 87% menghasilkan daya listrik 366,01 kW dan energi listrik 2.885.654 kWh per tahun. Terakhir, dilakukan analisis kelayakan ekonomi dengan metode BCR menghasilkan rasio 1,82 dan metode NPV menghasilkan Rp 7.952.948.918 dengan umur investasi 30 tahun, sehingga perencanaan PLTM dapat dikatakan layak.

Based on data from the Kementerian Energi dan Sumber Daya Mineral (ESDM) as of June 2021, the capacity of power plants in Indonesia has reached 73,341 MW with the composition of production materials still dominated by coal by 65,30%. Hydroelectric power plant is an alternative solution to supply energy for power plants that rely on potential and kinetic energy from hydropower as one of the new and renewable energies. The Tugu Dam, Trenggalek, has a power potential of 0.4 MW if it is planned as a mini-hydro power plant. Based on data from PLN's East Java Unit Induk Distribusi (UID), electricity consumption throughout the first half of 2022 grew by 2,41% compared to the previous year. Therefore, it is necessary to plan a mini-hydro power plant at the Tugu Dam to utilize water energy for electrical energy to support electricity needs in East Java, especially Trenggalek. The planning of the Tugu Dam mini-hydro power plant begins with an analysis of water supply discharge and water demand discharge to simulate the storage capacity of the Tugu Reservoir. The simulation with the dependable discharge Q90 produces a minimum reservoir volume of 1.89 million m3 and a minimum reservoir water level of +209 m, so that the dependable discharge of the mini-hydro power plant is planned to be 0.67 m3/second. The planning of civil buildings at the mini-hydro power plant includes the intake, headrace, surge tank, penstock, and powerhouse buildings resulting in an energy loss of 5.66 m, so that the effective fall height is 53.34 m. The turbine is planned to use a Pelton type with an efficiency value of 87% producing 366.01 kW of electric power and 2,885,654 kWh of electrical energy per year. Finally, an economic feasibility analysis was carried out using the BCR method to produce a ratio of 1.82 and the NPV method to produce IDR 7,952,948,918 with an investment life of 30 years, so that the mini-hydro power plant planning can be said to be feasible.
