Abstract
Seiring dengan pembangunan Jalan Tol Bocimi yang menghubungkan antara Bogor-Ciawi-Sukabumi, memberikan dampak kepada pertumbuhan ekonomi terhadap kawasan di sekitarnya, sehingga meningkatkan permintaan properti. Di tempat yang terletak di Kampung Cikoja Palasari Hilir, terdapat sebuah lahan yang sudah tidak produktif lagi. Lahan dengan luas ± 3000 m2 tersebut direncanakan pengembangan dari pihak Owner agar lahan tersebut dapat kembali produktif. Namun belum dilakukan analisis yang dapat menghasilkan keputusan properti apa yang nantinya akan dibangun pada lahan tersebut. Maka lahan yang akan dimanfaatkan harus dianalisis rencana peruntukannya secara tepat agar dapat memberikan nilai lahan yang tertinggi. Tugas akhir ini bertujuan untuk menganalisis berbagai macam properti yang dapat menjadi alternatif pemanfaatan lahan dan menentukan properti yang dapat memberikan nilai lahan tertinggi dan terbaik untuk lahan kosong tersebut. Analisis alternatif dan penentuan properti dengan nilai lahan tertinggi yang menjadi tujuan penelitian ini dirangkai dalam suatu penelitian dengan topik analisis produktivitas lahan. Alternatif-alternatif pemanfaatan lahan didapatkan dengan analisis pasar dan pengamatan perkembangan properti di sekitar objek penelitian. Analisis produktivitas lahan pada penelitian ini akan menggunakan metode highest and best use dengan beberapa variabel yaitu analisis aspek legal (zoning dan building code), analisis aspek fisik (lokasi lahan, ukuran & bentuk lahan, aksesibilitas lahan, dan Basic design), aspek finansial (perencanaan biaya investasi, pengeluaran, pendapatan, analisis arus kas, dan net present value), dan aspek produktivitas maksimum. Dari penelitian ini, didapatkan tiga alternatif yaitu perumahan, kompleks ruko, dan pasar tradisional. Dari ketiga alternatif tersebut didapatkan perumahan sebagai penggunaan tertinggi dan terbaik lahan yang memberikan nilai lahan sebesar Rp 906.491,02/m2 dengan peningkatan nilai lahan sebesar 267,92%.

Along with the construction of Jalan Tol Bocimi linking Bogor-Ciawi-Sukabumi impacting economic growth to the area around it, the demand for property is also increasing. At a place located in Kampung Cikoja Palasari Hilir, there is a land that is no longer productive. The land with an area of ± 3000 m2 is planned for development from the Owner so that the land can be productive again. However, an analysis has not been carried out that can produce a decision on what property will be built on the vacant land. Then the land to be utilized must be analyzed for its proper allocation plan in order to provide the highest land value. This final project aims to analyze various types of properties that can be alternative land uses and determine the properties that can provide the highest and best land value for the vacant land. Alternative analysis and purchase of property with the highest land value which is the aim of this research is structured in a study with the topic of land productivity analysis. Land use alternatives are obtained by market analysis and observation of property development around the research object. Analysis of land productivity in this study will use the highest and best use method with several variables, namely analysis of legal aspects (zoning and building code), analysis of physical aspects (land location, land size & shape, land accessibility, and initial design), financial aspects ( investment cost planning, expenses, income, cash flow analysis, and net present value), and aspects of maximum productivity. These aspects will become a unit that will be analyzed to produce alternative properties that provide the highest and best increase in land value. From this study, three alternatives were obtained, namely housing area, shop complexes, and traditional markets. Of the three alternatives, the housing area was obtained as the highest and best use of land which gave a land value of IDR 906.491,02/m2 with an increase in land value of 267,92%.
