Abstract
Desa Wisata Bakaro terletak di pesisir Utara Manokwari, terletak bersebelahan dengan Pantai Pasir Putih. Desa Wisata Bakaro Manokwari menjadi salah satu wisata alam yang cukup terkenal di Kabupaten Manokwari. Memiliki pemandangan yang masih alami dan sangat asri, menjadi keunikan tersendiri yang dimiliki oleh destinasi satu ini. Terletak di wilayah timur Indonesia, yakni Papua Barat, tentu sudah tidak diragukan lagi keindahannya. Terdapat upaya pemberdayaan masyarakat oleh dinas pemberdayaan masyarakat melalui sosialisali pemanfatan halaman rumah, pelatihan pembuatan produk makanan untuk dijual, Pelatihan sadar wisata dan alat tangkap yang ramah lingkungan. Pada upaya pemberdayaan masyarakat yang dilakukan ini secara rutin yang bertujuan sebagai peningkatan perekonomian masyarakat. Tetapi tidak terdapat perubahan secara signifikan selama adanya desa wisata bakaro, pelatihan dan sosialisasi yang telah dilakukan. Tujuan dari penelitian ini adalah untuk merumuskan arahan pengembangan wisata bahari berbasis partisipasi masyarakat lokal di wisata bakaro distrik manokwari timur kabupaten manokwari melalui tiga tahap analisis. Tahap pertama bertujuan untuk merumuskan arahan pengembangan wisata bahari berbasis partisipasi masyarakat lokal di wisata bakaro distrik manokwari timur kabupaten manokwari menggunakan metode analisis delphi. Tahap kedua Mengidentifikasi bentuk-bentuk partisipasi masyarakat dalam pengembangan wisata bahari berbasis partisipasi masyarakat lokal di wisata bakaro Distrik Manokwari Timur kabupaten manokwari mengunakan metode analisis deskriptif kualitatif. Tahap ke tiga merumuskanarahan pengembangan wisata bahari berbasis masyarakat lokal di wisata bakaro Distrik Manokwari Timur Kabupaten Manokwari menggunakan analisis triangulasi. Hasil dari penelitian ini adalah terdapat 11 Indikator yang berpengaruh yaitu Keberagaman Daya Tarik, Daya Tarik Pendukung, Aksesbilitas, Infrastruktur Prasarana, Amenitas (Akomodasi/ Sarana), Pengelolaan, Wisatawan, Parisipasi buah pikiran, Partisipasi tenaga, dan partisipasi harta benda dengan 26 variabel. Terdapat kondisi eksisting bentuk- bentuk partisipasi masyarakat lokal di Wisata Pantai Bakaro Distrik Manokwari Timur Kabupaten Manokwari yaitu partisipasi pikiran/ide yang paling tinggi, Kedua Partisipasi Tenaga, Ketiga Partisipasi Harta benda dan Partisipasi keterampilan merupakan bentuk partisiapasi terendah. Selanjutnya, berdasarkan analisis yang dilakukan, Arahan Pengembangan Wisata Bahari Pantai Bakaro berbasis partisipasi masyarakat lokal di desa wisata bakaro distrik manokwari timur kabupaten manokwari lebih difokuskan kepada peningkatan kesejahteraan masyarakat lokal, Peningkatan kerja sama antar stakeholder, dan Pengembangan Keberlanjutan Pariwisata (Pelestarian lingkungan dan sumber daya alam.

Bakaro Tourism Village is located on the North coast of Manokwari, next to Pasir Putih Beach. Bakaro Manokwari Tourism Village is one of the most famous natural attractions in Manokwari Regency. Having views that are still natural and very beautiful, is the uniqueness of this one destination. Located in the eastern region of Indonesia, namely West Papua, of course there is no doubt about its beauty. There are efforts to empower the community by the community empowerment service through socializing the use of the home page, training on making food products for sale, training on tourism awareness and environmentally friendly fishing gear. In community empowerment efforts that are carried out routinely with the aim of increasing the community's economy. But there have been no significant changes since the Bakaro Tourism Village, training and outreach have been carried out. The purpose of this study is to formulate directions for the development of marine tourism based on local community participation in Bakaro Tourism, East Manokwari District, Manokwari Regency through three stages of analysis. The first stage aims to formulate directions for the development of marine tourism based on local community participation in Bakaro Tourism, East Manokwari District, Manokwari Regency using the Delphi analysis method. The second stage identified forms of community participation in the development of marine tourism based on local community participation in Bakaro Tourism, East Manokwari District, Manokwari Regency using a qualitative descriptive analysis method. The third stage is formulating directions for the development of local community-based marine tourism in Bakaro Tourism, East Manokwari District, Manokwari Regency using triangulation analysis. The results of this study are that there are 11 influential indicators, namely Diversity of Attraction, Supporting Attraction, Accessibility, Infrastructure, Amenities (Accommodations/ Facilities), Management, Tourists, Participation of ideas, participation of personnel, and participation of property with 26 variables. There are existing conditions of the forms of local community participation in Bakaro Beach Tourism, East Manokwari District, Manokwari Regency, namely the highest participation of thoughts/ideas, Second, Energy Participation, Third, Property Participation and Skill Participation is the lowest form of participation. Furthermore, based on the analysis conducted, the Development Directions for Bakaro Beach Marine Tourism based on local community participation in Bakaro Tourism Village, East Manokwari District, Manokwari Regency are more focused on increasing the welfare of local communities, increasing cooperation between stakeholders, and developing tourism sustainability (conserving the environment and natural resources)
