Abstract
Kabupaten Gresik merupakan salah satu kabupaten di Jawa Timur memiliki potensi besar untuk meningkatkan ekonomi daerah terutama dari sektor industri di daerah Driyorejo dan Menganti yang telah menjadi kawasan industri. Dibangunnya banyak area pabrik serta lahan perumahan baru menyebabkan peningkatan volume kendaraan yang melintas pada jam puncak di daerah ini. Jalan Lingkar Luar Barat yang dirancang Pemkot Surabaya di Surabaya bagian barat akan diusulkan untuk diperpanjang sampai ke Kabupaten Sidoarjo. Sehingga makalah ini akan menganalisis kelayakan perpanjangan ruas JLLB Surabaya dari perbatasan Kota Surabaya dan Kabupaten Gresik, meneruskan JLLB dari Jalan Lakarsantri dan menghubungkan Gerbang Tol Driyorejo dengan jalan arteri antarkota yaitu Jalan Raya Trosobo di Kabupaten Sidoarjo dengan harapan dapat mengurai kemacetan yang terjadi saat jam puncak. Pada makalah ini dihitung derajat kejenuhan (DJ) yang menentukan besar Biaya Operasional Kendaraan (BOK) dan nilai waktu without dan with project. Dengan dilakukannya studi kelayakan, dapat diketahui perkiraan perpindahan jumlah kendaraan yang terjadi dari jalur eksisting ke JLLB dari Jalan Lakarsantri menuju Jalan Trosobo serta dapat diperoleh perbedaan kondisi lalu lintas dari jalan eksisting sebelum pembangunan jalan. Adanya perbedaan kondisi lalu lintas ini akan menghasilkan penghematan Biaya Operasional Kendaraan (BOK) dan nilai waktu. Dilakukan juga peninjuan kondisi lalu lintas eksisting, diperkirakan perpindahan jumlah kendaraan dari jalur eksisting ke JJLB, serta diperoleh besarnya penghematan Biaya Operasional Kendaraan dan nilai waktu. Sehingga dapat diketahui kelayakan perpanjangan ruas Jalan Lingkar Luar Barat dari Jalan Lakarsantri menuju Jalan Trosobo ditinjau dari aspek ekonomi. Dari hasil analisis didapatkan desain trase terpilih adalah Alternatif 1. Didapatkan penurunan DJ jalan eksisting pada tahun 2025, penghematan BOK didapatkan sebesar Rp 141.948.801.208 dan pengehematan nilai waktu sebesar Rp 83.726.609.782. Biaya investasi total didapatkan sebesar Rp 866.224.093.630. Sehingga didapatkan hasil nilai BCR = 6,969 > 1, nilai NPV = Rp 6.532.209.193.607 > 0, dan nilai EIRR = 35,9122% > 4,55%. Berdasarkan hasil tersebut dapat disimpulkan perpanjangan ruas Jalan Lingkar Luar Barat Surabaya layak untuk dilaksanakan.

Gresik is one of the regencies in East Java that has great potential to improve the regional economy, especially from the industrial sector in the Driyorejo and Menganti areas which have become industrial areas. The construction of many factories and new housing areas has increased the volume of vehicles passing during peak hours in this area. The West Outer Ring Road designed by the Surabaya City Government in the western part of Surabaya will be proposed to be extended to Sidoarjo Regency. This paper will analyze the feasibility of extending the WORR section that has been designed by the Surabaya City Government from the border of Surabaya City and Gresik Regency, continuing the WORR from Lakarsantri Road and connecting Driyorejo Toll Gate with intercity road which is Trosobo Road in Sidoarjo in hope of unravelling the congestion that occurs during peak hours.
In this paper, the degree of saturation (DS) will be calculated which determines the amount of Vehicle Operational Cost (VOC) and time value without and with the project. With this study, the Lakarsantri Road to Trosobo Road and different traffic conditions can be obtained from the existing road before road construction. The difference in traffic conditions is expected to result in savings in VOC and time value. Existing traffic conditions will also be analyzed, it is estimated that the number of vehicles moving from the existing route to JJLB is obtained, as well as the amount of savings in VOC and the time value can be obtained. So that the feasibility of extending the WORR section from Lakarsantri to Trosobo can be seen from an economic perspective. From analysis results, Alternative 1 is the selected road alignment. Declining of DS is found in existing road at 2025, VOC savings obtained by 141.948.801.208 IDR and time value savings obtained by 83.726.609.782 IDR. Total investment costs at Rp 866.224.093.630. BCR value acquired by 6,969 > 1, NPV value = 6.532.209.193.607 IDR > 0, and EIRR value = 35,9122% > 4,55 %. Based on these results, in conclusion, the extension of the Western Surabaya Outer Ring Road is feasible to be executed.
