Abstract
A resilient city is a city that managed to survive in the face of various difficulties and then was able to revive, develop, and recover. The city of Bandung is one of 7 (seven) resilient cities in Indonesia which is included in the Disaster Risk Reduction (DRR) priority in the 2015-2019 Medium Term Development Plan (RPJMN). In realizing resilient city in the city of Bandung, activities have been carried out to improve the quality of spatial planning to create a city that is resilient in facing the spread of future epidemics. The Bandung City Government carried out evictions in areas with high population density and slum settlements, such as Tamansari Village in RW 11. This was done by building Rusun to turn slum areas into decent and safe housing. However, other Tamansari areas had bad infrastructure and no development to improve resilience, so it is necessary to conduct a study to determine the level of importance and condition of settlement infrastructure in Tamansari Village so that it can formulate directions to increase the resilience of settlement infrastructure in the face of the upcoming epidemic in Tamansari Village, Bandung City. To realize the research objectives, 3 (three) target stages were carried out, including: 1) identifying the factors that affect the level of resilience of settlement infrastructure during the Covid-19 period and in dealing with outbreaks using the expert judgment method; 2) assessing the importance of infrastructure for settlement resilience during the COVID-19 outbreak findings of existing conditions based on observations and secondary data; 3) formulate directions for increasing the resilience of residential infrastructure in Tamansari Village in facing the danger of future outbreaks using Delphi analysis. This study uses 9 indicators in the development of settlement infrastructure, namely utility; facilities; institutions; community; information technology; geospatial and land rights; social; governance; and safe housing. From these indicators, further analyzes were carried out to produce directions for the development of residential infrastructure that is resistant to the spread of disease outbreaks in Tamansari Village, Bandung City.

Kota tangguh adalah kota yang berhasil bertahan dalam menghadapi berbagai kesulitan dan kemudian mampu bangkit, berkembang, dan pulih kembali. Kota Bandung merupakan salah satu dari 7 (tujuh) kota tangguh di Indonesia yang masuk dalam prioritas Pengurangan Risiko Bencana (PRB) dalam Rencana Pembangunan Jangka Menengah (RPJMN) 2015-2019. Dalam mewujudkan kota tangguh di Kota Bandung, telah dilakukan kegiatan peningkatan kualitas tata ruang untuk mewujudkan kota yang tangguh dalam menghadapi penyebaran wabah penyakit di masa depan. Pemkot Bandung melakukan penggusuran di kawasan dengan kepadatan penduduk dan permukiman kumuh yang tinggi, seperti Kelurahan Tamansari di RW 11. Hal itu dilakukan dengan membangun Rusun untuk menjadikan kawasan kumuh menjadi perumahan yang layak dan aman. Namun kawasan Tamansari lainnya memiliki infrastruktur yang buruk dan belum ada pembangunan untuk meningkatkan ketahanan, sehingga perlu dilakukan kajian untuk mengetahui tingkat kinerja dan kondisi infrastruktur permukiman di Kelurahan Tamansari sehingga dapat merumuskan arah peningkatan ketahanan infrastruktur permukiman. dalam menghadapi wabah yang akan datang di Kelurahan Tamansari, Kota Bandung. Untuk mewujudkan tujuan penelitian dilakukan 3 (tiga) tahapan sasaran, antara lain: 1) mengidentifikasi faktor-faktor yang mempengaruhi tingkat ketahanan infrastruktur permukiman pada masa Covid-19 dan dalam menghadapi wabah dengan menggunakan metode metode penilaian ahli; 2) menilai pentingnya dan kondisi infrastruktur untuk ketahanan permukiman selama wabah COVID-19 menggunakan Importance Analysis, dan temuan kondisi eksisting berdasarkan observasi dan data sekunder; 3) merumuskan arah peningkatan ketahanan infrastruktur permukiman di Desa Tamansari dalam menghadapi bahaya wabah di masa mendatang dengan menggunakan analisis Delphi. Kajian ini menggunakan 9 indikator dalam pembangunan infrastruktur permukiman yaitu utilitas; fasilitas; institusi; masyarakat; teknologi Informasi; hak geospasial dan tanah; sosial; kepemerintahan; dan perumahan yang aman. Dari indikator tersebut dilakukan analisis lebih lanjut untuk menghasilkan arahan pengembangan infrastruktur permukiman yang tahan terhadap penyebaran wabah penyakit di Kelurahan Tamansari Kota Bandung.
