Abstract

80 tahun 2019’’ tentang percepatan pembangunan provinsi Jawa timur dengan anggaran senilai Rp 294,3 triliun untuk merealisasikan proyek strategis nasional. Hal tersebut dilakukan untuk mempercepat perputaran dan pemerataan ekonomi. Pemerintah Jawa timur menyambut baik hal tersebut, dibuktikan dengan bayaknya perusahaan kontruksi yang disiapkan untuk mengerjakan proyek – proyek yang ada di Jawa timur. Pada tahun 2021 provinsi tersebut tercatat memiliki sebayak 24.596 perusahaan kontruksi, oleh sebab itu provinsi Jawa timur menempati provinsi yang paling banyak memiliki perusahaan kontruksi di Indonesia. Banyaknya Proyek Strategis Nasional (PSN) serta benyaknya prusahaan kontruksi di Jawa timur, maka sebagian pengusaha beranggapan hal tersebut merupakan sebuah peluang usaha. Adapun usaha yang dianggap menjanjikan adalah pendirian badan usaha jasa sewa alat berat di Jawa timur. Anggapan tersebut diperkuat dengan masih banyaknya ditemukan alat berat dari luar Jawa timur yang mengerjakan proyek – proyek di Jawa timur seperti, proyek smelter PT Freport Indonesia, proyek bandara Kediri, proyek tol Probowangi dan lain sebagainya. Oleh sebab itu pendirian badan usaha sewa alat berat di Jawa timur diangap layak untuk dijalankan. Akan tetapi sebelum memdirikan sebuah badan usaha jasa sewa alat berat di Jawa timur perlu membuat model bisnis yang akan digunakan untuk mengetahui kemana arah perusahaan akan dijalankan. Adapun model bisnis yang paling tepat digunakan adalah skema business model canvas yang selanjutnya akan dikaji mengunakan analisis finansial dan analisis non finansial. Dengan menggunakan analisis feasibility study untuk mengetahui apakah layak atau tidak layak usaha tersebut dijalankan dengan menerapkan skema BMC dalam menjalankan usaha jasa sewa alat berat di Jawa timur. Hasil analisis finansial yang didapatkan, pendirian badan usaha jasa sewa alat berat jenis dump truck di Jawa timur menggunakan model bisnis BMC didapatkan hasil. Dari sudut pandang tingkat risiko investasi, yaitu: NPV sebesar Rp 28.053.938.552 dan nilai PI sebesar 1,4282. Dari sudut pandang tingkat pengembalian investasi: nilai IRR sebesar 18,74 % dan investasi kebali berdasarkan PP selama 5 tahun dan 10,45 bulan. Oleh karena itu pendirian badan usaha jasa sewa alat berat dengan skema pendekatan BMC ‘’Layak untuk dijalankan”. Hal tersebut bertujuan untuk memperkuat industri sewa alat berat di Jawa timur.

Acceleration of development is a government strategy through ''Presidential Regulation no. 80 of 2019'' concerning the development acceleration of East Java province with a budget of IDR 294.3 trillion to actualize the national strategic project. This development acceleration is done to increase economic circulation and equity. The East Java government welcomes this, as evidenced by the many construction companies prepared to work on existing projects in East Java. In 2021 the province was recorded to have as many as 24,596 construction companies. Therefore, East Java province has the most construction companies in Indonesia.
With numerous National Strategic Projects (NSP) and various East Java construction companies, some entrepreneurs see this as a business opportunity. The business considered promising is a business entity for heavy equipment rental services in East Java. This assumption is reinforced by a large number of heavy equipment from outside of East Java working on projects in East Java, such as the PT Freeport Indonesia smelter project, the Kediri airport project, and the Probowangi toll road project, to name a few. Therefore, establishing a heavy equipment rental business entity in East Java is feasible. However, before establishing a business entity for heavy equipment rental services in East Java, it is necessary to create a business model that will be used to find out where the company will run. The most appropriate business model to use is the business model canvas scheme which will then be studied using financial and non-financial analyses. Using a feasibility study analysis to determine whether the business is feasible with the BMC scheme to run a heavy equipment rental service business in East Java. The financial analysis results for establishing the business entity of the dump truck-type heavy equipment rental business in East Java using the BMC business model are as follows: From the level of investment risk standpoint, namely: NPV of IDR 28,053,938,552 and a PI value of 1.4282. From the point of view of return on investment: the IRR value is 18.74%, and investment return is based on a Payback Period of 5 years and 10.45 months. Therefore, the heavy equipment rental service business entity with the BMC approach scheme is "Feasible to Run". This establishment of heavy equipment business entity aims to strengthen the heavy equipment rental industry in East Java.
