Abstract

Batik sebagai warisan budaya dunia serta keberagaman motif dan jenis batik di Indonesia menjadikan batik sebagai salah satu warisan budaya yang memiliki nilai ekonomi dan dapat berkontribusi dalam menciptakan lapangan pekerjaan bagi masyarakat. Salah satu wilayah yang menjadikan batik sebagai sumber ekonomi yaitu Kabupaten Pamekasan yang memiliki potensi lokal yang kuat di dalam memproduksi batik tulis. Meskipun industri batik di Kabupaten Pamekasan memiliki potensi yang besar, namun kesejahteraan masyarakat masih belum tercapai sehingga diperlukan dorongan pengembangan ekonomi dengan pemanfaatan potensi lokal yang dimiliki oleh daerah. Desa Toket sebagai salah satu desa yang memiliki potensi motif khas toket yang diwariskan secara turun menurun dan diproduksi sendiri oleh masyarakat Desa Toket. Untuk mendorong perkembangan industri batik tulis di Desa Toket diperlukan konsep Pengembangan Ekonomi Lokal (PEL) sebagai alat untuk memberikan arahan pengembangan potensi lokal yang tepat. Oleh karena itu penelitian ini menggunakan konsep pendekatan Pengembangan Ekonomi Lokal (PEL).
Dalam merumuskan arahan pengembangan, dilakukan beberapa tahapan. Pertama, menentukan faktor-faktor yang mempengaruhi perkembangan sentra industri batik tulis Desa Toket Kabupaten Pamekasan menggunakan analisis delphi. Kedua, mengidentifikasi karakteristik permasalahan sentra industri batik tulis Desa Toket Kabupaten Pamekasan menggunakan Root Cause Analysis. Ketiga, menganalisis tipologi pengembangan sentra industri batik tulis Desa Toket Kabupaten Pamekasan menggunakan Cluster Hierarki Analysis. Dan selanjutnya merumuskan arahan pengembangan sentra industri batik tulis Desa Toket Kabupaten Pamekasan menggunakan analisis triangulasi dengan hasil dari analisis karakteristik permasalahan dan analisis tipologi pengembangan.
Hasil akhir analisis menunjukkan bahwa terdapat 5 tipologi faktor-faktor yang berpengaruh dengan masing-masing arahan berdasarkan kajian pendekatan PEL. Tipologi 1 berfokus pada arahan pembinaan dan pengawasan produksi dan manajerial. Tipologi 2 berfokus pada arahan kerja sama dengan lembaga lain untuk promosi dan penataan kembali Pasar Batik 17 Agustus. Tipologi 3 berfokus pada arahan penyediaan fasilitas pendukung, media promosi berupa event, pelatihan kewirausahaan dalam program CSR, pendirian dan pengembangan BUMDES, serta peningkatan koordinasi antar-stakeholder. Tipologi 4 berfokus pada arahan perbaikan jalan dan pengadaan penerangan jalan umum. Tipologi 5 berfokus pada arahan sosialisasi terkait sampah dan limbah, penyediaan alat pengolahan limbah, serta monitoring dan evaluasi proses pengolahan limbah.

Batik as a world cultural heritage and the diversity of patterns and types of batik in Indonesia make batik as a cultural heritage that has economic value and has contribute to creating jobs for the community. Pamekasan Regency is one that has strong local potential in producing written batik as an economic source. Even though the batik industry in Pamekasan Regency has great potential, the welfare of the community has not yet been achieved, so it is necessary to encourage economic development by exploiting local potential owned by the region. Toket Village is one of the villages that has the potential for a distinctive toket special pattern which is passed down from generation to generation and is produced by the people of Toket Village. To encourage the development of the written batik industry in Toket Village, the concept of Local Economic Development (LED) is needed as a tool to provide direction for the development of appropriate local potential.
Therefore, this study used Local Economic Development (LED) concept approach in formulating development directions. First, determine the factors that influence the development of the batik industry center in Toket Village, Pamekasan Regency using Delphi Analysis. Second, identify the characteristics of the problems in the batik industry center in Toket Village, Pamekasan Regency using Root Cause Anaysis. Third, analyze the typology of the development of the batik industry center in Toket Village, Pamekasan Regency using Cluster Hierarchy Analysis. And then formulate development directions of the batik industry center in Toket Village, Pamekasan Regency using triangulation analysis with the output of Root Cause Analysis and Cluster Hierarchy Analysis.
Based on the analysis, there are 5 typologies of factors that influence each directive based on the study of Local Economic Development (LED) concept. First typology focuses on the direction of production and managerial guidance and supervision. Second typology focuses on directives for cooperation with other institutions for the promotion and realignment of the August 17 Batik Market. Third typology focuses on directives for providing supporting facilities, promotional media in the form of exhibition events, entrepreneurship training in the CSR program, establishing and developing BUMDES, and increasing coordination between stakeholders. Fourth typology focuses on directives for road repairs and procurement of public street lighting. Fifth typology focuses on directives for outreach related to domestic and industrial waste, provision of industrial waste treatment equipment, and monitoring and evaluation of waste treatment processes.
