Abstract

The spread of the COVID-19 virus in Indonesia has affected the development of the tourism industry due to changes in tourist behavior and tourism activities. These changes need to be addressed promptly, especially for Yogyakarta City, which considers tourism as its main economic sector. This research aims to formulate the concept of developing smart tourism in Yogyakarta City based on the changes in tourist behavior and tourism activities after the COVID-19 pandemic. The directed content analysis (DCA) and simple majority rules methods were chosen because qualitative analysis allows researchers to focus on the aspects of changes in tourist behavior and tourism activities, along with their implications on the smart tourism concept in Yogyakarta City, as derived from in-depth interview data. Meanwhile, the simple majority rule is useful in decision-making situations where the option with the most votes is considered the chosen one. The results of this research found changes in tourist behavior and tourism activities in Yogyakarta City. These changes have been processed into recommendations for incorporating them into the smart tourism concept. These recommendations can provide solutions to facilitate tourist visits, improve service quality, optimize the potential of tourist attractions, and use technology that aligns with human resource capacities.
