Abstract
Tempat Pemrosesan Akhir (TPA) Griyo Mulyo sebagai satu-satunya fasilitas pemrosesan akhir sampah yang dimiliki Kabupaten Sidoarjo menerima sampah sebesar 201.975 ton/tahun pada periode 2022. Sebesar 82,2% dari total sampah ditimbun pada landfill tanpa dilakukan pengolahan terlebih dahulu . Oleh karena itu penelitian ini dilakukan untuk mengkaji potensi reduksi sampah di TPA Griyo Mulyo dengan RDF secara teknis. Selain itu juga dilakukan analisa finansial kelayakan pengolahan RDF dan dampak lingkungan yang dihasilkan dari proses tersebut menggunakan analisa resiko metode integrated risk-based approach (IRBA).
Dalam penelitian ini dilakukan analisa terhadap timbulan, komposisi dan densitas yang masuk di TPA Griyo Mulyo. Hasil dari penelitian tersebut dilakukan perhitungan kesetimbangan massa pengolahan sampah. Kondisi keuangan pengolahan RDF perlu dilakukan analisis kelayakan secara finansial, apakah kegiatan ini dapat dikatakan layak menurut parameter NPV, BCR dan IRR. Dibutuhkan data penjualan hasil RDF, biaya investasi RDF serta biaya operasional dan pemeliharaannya. Secara dampak lingkungan dilakukan penilaian indeks resiko lingkungan dan potensi bahaya penimbunan sampah berdasarkan potensi reduksi sampah di TPA oleh pengolahan RDF.
Hasil dari analisa yang dilakukan pada penelitian ini didapatkan pengelolaan eksisting di TPA Griyo Mulyo menerima timbulan sampah sebesar 671.185 kg/hari dengan cakupan pelayanan 48,86% masyarakat Kabupaten Sidoarjo. Setelah dilakukan proyeksi timbulan sampah yang masuk berdasarkan peningkatan penanganan oleh TPA sebesar 70% pada tahun 2033 dan kapasitas pengolahan RDF 50% dari total sampah didapatkan potensi reduksi sampah sebesar 7,1% per tahun. Hasil analisa dengan 3 skenario menurut parameter NPV, BCR dan IRR menyatakan pengolahan RDF layak secara finansial. Evaluasi penilaian indeks resiko menggunakan metode IRBA menghasilkan nilai 611,93 pada pengelolaan sampah eksisting di TPA dan 563,92 setelah dilakukan optimalisasi skenario 3

The Griyo Mulyo Final Processing Site (TPA) as the only final waste processing facility owned by Sidoarjo Regency receives a waste generation of 201,975 tons/year in the 2022 period. As much as 82.2% of the total waste is landfilled at the landfill without prior processing. Therefore this research was conducted to examine the potential for reducing waste at Griyo Mulyo TPA with RDF technically. In addition, an analysis of the feasibility of RDF processing and an analysis of the environment resulting from the process was carried out using the integrated risk-based approach (IRBA) risk analysis method.
In this study an analysis of the generation, composition and density that entered Griyo Mulyo TPA was carried out. From these data, the calculation of the mass balance of waste processing was carried out. The condition of RDF financial processing needed to be analyzed financially, whether this activity could be said to be feasible according to the parameters of NPV, BCR and IRR. Data on sales of RDF results, RDF investment costs and operational and maintenance costs were required. In terms of environmental impact, an environmental risk index assessment and potential hazard of waste landfilling were carried out based on the potential for waste reduction in TPA by RDF processing.
The results of the analysis carried out in this study obtained that the existing management at the Griyo Mulyo Landfill received a waste generation of 671,185 kg/day with a service coverage of 48.86% of the people of Sidoarjo Regency. After projecting the generation of incoming waste based on increasing the acquisition of handling by TPA by 70% in 2033 and RDF processing capacity of 50% of the total potential waste by 7.1% per year. The results of the analysis with 3 scenarios according to the parameters NPV, BCR and IRR state that RDF processing is financially feasible. Evaluation of the risk index assessment using the IRBA method resulted in a value of 611,93 in current condition waste management at the TPA, and 563,92 after optimalized by the third scenario.
