Abstract
Field Poleng merupakan lapangan minyak dan gas bumi offshore (lepas pantai) yang sudah tua dimana untuk menjaga produksinya, perlu dilakukan kegiatan optimasi sumur-sumur minyaknya secara rutin setiap hari. Untuk mendukung upaya tersebut, diperlukan upgrade (peningkatan) teknologi sistem kontrol jarak jauh fasilitas produksi yang ada agar mampu mendukung upaya tersebut. Ketersediaan teknologi sistem kontrol jarak jauh di pasaran saat ini cukup bervariasi. Oleh karena itu perlu dilakukan analisis terhadap pemilihan alternatif media telekomunikasi dan juga konfigurasi sistem kontrol jarak jauh yang akan digunakan. Metode yang digunakan dalam pemilihaan ini adalah Multi Criteria Decision Making (MCDM) berupa Analytic Network Process (ANP). Kriteria dan subkriteria yang digunakan didapatkan dari studi literatur yang dilanjutkan pengisian kuesioner dari para ahli di bidang sistem kontrol jarak jauh sebagai respondennya. Selanjutnya dilakukan kuesioner dalam bentuk pairwise comparison (perbandingan berpasangan) yang diberikan kepada para responden. Berdasarkan analisis yang telah dilakukan, kriteria dan subkriteria utama yang mempengaruhi pemilihan alternatif adalah kriteria Teknikal yang terdiri atas Kapasitas bandwidth dengan bobot sebesar 0.1105, Jangkauan jaringan sebesar 0.1046 dan Ketahanan terhadap interferensi sebesar 0.0987, kriteria Finansial berupa Biaya investasi dengan bobot sebesar 0.1104 dan kriteria Legalitas berupa Lisensi dengan bobot sebesar 0.1101. Ranking pertama alternatif yang dihasilkan adalah media telekomunikasi sistem kontrol jarak jauh menggunakan teknologi satelit dengan konfigurasi berupa multiple point to point dengan bobot sebesar 0.2851. Berdasarkan analisis sensitivitas, perubahan pada subkriteria di dalam kriteria teknikal dan operation & maintenance tidak secara signifikan merubah urutan ranking alternatif. Perubahan urutan ranking alternatif secara siginifikan dipengaruhi oleh perubahan pada subkriteria lisensi, biaya investasi, biaya operasi & maintenance dan biaya lisensi.

Poleng Field is an old offshore oil and gas field. It requires routine optimization of its oil and gas wells every day to maintain expected production. To support these efforts, it is necessary to upgrade the existing technology of production facility remote control system or called as Supervisory Control And Data Acquisition System (SCADA). The availability of SCADA system technology on the market today is quite varied. Therefore, it is essential to analyze carefully the selection of these alternatives. The important thing that needs to be determined in this selection is related to alternatives of telecommunication media and the configuration of the SCADA system. The Multi Criteria Decision Making (MCDM) method using the Analytic Network Process (ANP) is the method that was used in this study. The criteria and sub-criteria used in the selection of alternatives were taken from a literature study followed by filling out a questionnaire from the experts in the field of SCADA systems as respondents. And then, questionnaires in the form of pairwise comparisons were given to respondents who understand SCADA technology and its impact on field operations. Based on the analysis that has been carried out, the main criteria and sub-criteria that influence the selection of alternatives are technical criteria which consist of bandwidth capacity with a weight score of 0.1105, Network range with a weight score of 0.1046 and Resistance to interference with a weight score of 0.0987. Then, Financial criteria in the form of investment costs have a weight score of 0.1104 and legality criteria in the form of licenses have a weight score of 0.1101. The first ranking alternative generated in this study is the telecommunication media for remote control systems using satellite technology that has multiple point to point configuration with a weight score of 0.2851. Based on the sensitivity analysis, the sub-criteria changes of both technical criteria and operation & maintenance criteria do not significantly change the alternative ranking order. But, it was significantly reorder the ranking of alternatives when there is a change in the license, investment costs, operation & maintenance costs and license fees sub-criteria.
