Abstract
Subsidi merupakan daya tarik bagi program tol laut dikarenakan biaya pengiriman menjadi lebih murah. Tol laut merupakan program pemerintah yang bertujuan untuk mengurangi disparitas harga di wilayah 3T indonesia. program tol laut telah memiliki sebanyak 34 trayek yang masing masing menuju pulau pulau kecil yang masih belum memiliki akses transportasi sehingga aliran barang dapat dijalankan. Akan tetapi masih terdapat permasalahan yang ada dalam program tol laut ini. Lamanya waktu pengiriman barang tol laut menjadi permasalahan yang masih belum terpecahkan. Selain itu biaya subsidi yang dikeluarkan oleh pemerintah masih terlalu tinggi dikarenakan jumlah muatan balik masih terlalu rendah. Hal ini mengakibatkan subdsidi yang dikeluarkan menjadi tinggi. Permasalahan lain yang ada dalam program ini adalah jumlah armada dalam menjalankan program tol laut masih kurang seiring dengan bertambahnya jumlah trayek tol laut pada setiap tahunnnya. Penelitian ini bertujuan untuk mencari subsidi minimum yang dikeluarkan pemerintah untuk program tol laut dengan menggunakan metode peramalan dan metode optimasi. Selain itu penelitian ini bertujuan untuk mencari solusi terhadap minimnya jumlah armada yang ada dalam program tol laut siring dengan bertambahnya jumlah trayek tol laut pada setiap tahunnnya.

Subsidies are an attraction for the toll road program because shipping costs are cheaper. Sea highway is a government program that aims to reduce price disparities in Indonesia's 3T region. the sea highway program has 34 routes each of which go to small islands which still do not have access to transportation so that the flow of goods can be carried out. However, there are still problems in this sea highway program. The length of time for delivery of sea highway goods is a problem that has not yet been resolved. In addition, the subsidy costs incurred by the government are still too high because the amount of return loading is still too low. This resulted in subsidies being issued to be high. Another problem that exists in this program is that the number of fleets in carrying out the sea highway program is still lacking in line with the increasing number of sea highway routes each year. This study aims to find the minimum subsidy issued by the government for the sea highway program using forecasting methods and optimization methods. In addition, this research aims to find a solution to the minimal number of fleets in the Siring sea highway program by increasing the number of sea highway routes every year.
