Abstract
North Sulawesi Province in Indonesia has significant fishery potential due to its strategic location between the Celebes Sea and the Pacific Ocean. In 2020, marine fishery products reached 322,695 tons, with 36 direct exports and foreign exchange earnings going to USD 4,916,999.39. Kepulauan Sangihe Regency contributes 3% of fish catches from the total catch fishery products of North Sulawesi or 11.122 tons in 2020, and 16.500 tons in 2022, and is dominated by skipjack tuna which is a typical fish in Sangihe Regency. The Dagho Beach Fishing Port Area is crucial for the region's fisheries sector's development and sustainability which contribute 419.048 tons of catchment fisheries in 2022. However, the area lacks an efficient development system, market, distribution system, and infrastructure. Illegal fisheries transactions, price differences, and unavailability of processing industries also hinder fishery product production. The port's accessibility only allows domestic shipments, and exports must be sent to Bitung or Java, resulting in long processes and delays. Regulatory issues also hinder the development of the fisheries industry area, with only 6% of the population working as fishermen.
The research uses four stages of Analysis: The first is Descriptive Analysis to identify the characteristic of economic, political, social, and environmental. The second is Analytical Hierarchy Processes (AHP) to determine the most influential indicators to focus on in the development. The third is a combination between Scalogram and Weighted Sum to determine suitable minapolitan zones. The fourth is Descriptive Direction to create development direction based on previous outputs.
This research resulted in some directions. Establishing a modern market, supporting fishery product marketing through the "Marketing Mix" and implementing a Free Trade Agreement (FTA). Providing technology-based processing units and integrating marketing, processing, storage, and transportation infrastructure. Developing policies for the fisheries industry, promoting trade, maintaining raw material prices, and opening investment channels. Maximizing Sustainable Fishing methods, considering quality, and sustainable fisheries. Developing infrastructure for minapolitan development, including fishing ports, auction sites, waste management, and clean water. Promoting economic cooperation and conserving land and mangroves. Establishing community empowerment institutions for local fishery development, cultivation, and business capital
