Abstract
Peraturan Menteri PUPR Nomer 27/PRT/M/2015 tentang bendungan, menyebutkan bahwa setiap bendungan harus dilengkapi dengan Dokumen Rencana Tindak Darurat (RTD) dalam rangka antisipasi penyelamatan jiwa dan harta benda, apabila terjadi kegagalan bendungan. Maka atas dasar tersebut, maka Analisis Keruntuhan diperlukan untuk Bendungan Ngancar. Sebagai bentuk tindakan preventif perlu dilakukan analisis kondisi hidrolis alur dan lembah sungai di hilir (downstream valley) bendungan dan pengaruh keruntuhan Bendungan Ngancar terhadap Bendungan Gajah Mungkur yang ada di hilirnya. Dan mengingat bahwa Waduk Ngancar merupakan waduk yang telah dibangun dari tahun 1942 dan telah berdiri selama kurang lebih 79 tahun. Analisis keruntuhan bendungan Bendungan Ngancar dilakukan dengan tujuan untuk mengetahui kedalaman bajir, kecepatan aliran yang ditimbulkan, dampak yang ditimbulkan dari keruntuhan berupa peta genangan banjir, klasifikasi bahaya pada wilayah terdampak, dan kondisi muka air Waduk Gajah Mungkur sebagai imbas keruntuhan Bendungan Ngancar. Analisis keruntuhan Bendungan Ngancar ini dilakukan dengan menggunakan bantuan program HEC-RAS 6.2. Bendungan Ngancar memiliki volume muka air normal 371.56 ribu m3 dan saat muka air banjir memiliki volume 498.92 ribu m3. Simulasi keruntuhan bendungan dilakukan dengan menggunakan Q 0,5 PMF. Pada hasil simulasi keruntuhan di dapatkan kedalaman banjir tertinggi adalah 8,16 m dengan kecepatan aliran 6,84 m/s. jarak genangan terjauh mencapai 13,7 m dari Bendungan Ngancar. Akibat dari keruntuhan ini terdapat 5 pemukiman desa tergenang dan seluas 85,6 hektar sawh dan ladang penduduk tergenang. Adapun kondisi Waduk Gajah Mungkur yang berjarak 8,5 km dari Bendungan Ngancar mengalami peningkatan elevasi muka air waduk hingga mencapai 139 mdpl dari muka air banjir Waduk Gajah Mungkur

PUPR Ministerial Regulation No. 27/PRT/M/2015 concerning dams, states that each dam must be equipped with an Emergency Action Plan (RTD) document in anticipation of saving lives and property in the event of a dam failure. So on that basis, Dam Break Analysis is required for the Ngancar Dam. As a form of preventive action, it is necessary to analyze the hydraulic conditions of the downstream valley and the impact of the Breach of the Ngancar Dam on the Gajah Mungkur Dam downstream. And considering that the Ngancar Reservoir is a reservoir that was built in 1942 and has existed for approximately 79 years. Analysis of the dam break of the Ngancar Dam was carried out with the aim of knowing the depth of the flood, the resulting flow velocity, the impact caused by the collapse in the form of a flood inundation map, the hazard classification in the affected area, and the condition of the Gajah Mungkur Reservoir water level as an impact of the dam break of the Ngancar Dam.
Dam break Analysis of the Ngancar Dam was carried out using the help of the HEC-RAS 6.2 program. The Ngancar Dam has a normal water level volume of 371.56 thousand m3 and when the flood water level has a volume of 498.92 thousand m3. Dam break simulation was carried out using Q 0.5 PMF. In the beach simulation results, the highest flood depth is 8.16 m with a flow velocity of 6.84 m/s. the farthest inundation distance reached 13.7 m from the Ngancar Dam. As a result of this Breach, 5 village settlements were inundated and an area of 85.6 hectares of rice fields and residents' fields were inundated. The condition of the Gajah Mungkur Reservoir, which is 8.5 km from the Ngancar Dam, has experienced an increase in the water level of the reservoir, reaching 139 meters above sea level from flood water level of the Gajah Mungkur Reservoir.
