Abstract

Indonesia memiliki potensi pada sektor perikanan mencapai hingga US$ 82 miliar per tahun. Namun, pada kenyataanya pengembangan ekonomi dari sektor perikanan harus tertunda dikarenakan maraknya kegiatan praktik Illegal Fishing yang terjadi di Indonesia. Menurut Kementrian Kelautan dan Perikanan Indonesia, definisi dari Illegal Fishing atau Illegal Unreported and Unregulated (IUU) adalah semua kegiatan perikanan yang dilarang dan tidak diatur dalam peraturan hukum yang sah serta kegiatan terkait yang tidak terdaftar dan terlapor pada lembaga perikanan yang telah diakui oleh pemerintah Indonesia. Kegiatan Illegal Fishing yang paling sering dilakukan adalah illegal transhipment. Illegal transhipment adalah kegiatan pemindahan muatan yang dilakukan secara ilegal ditengah laut. Kegiatan illegal transhipment ini dapat dicegah dengan cara dilakukan pengawasan pada ruang muat kapal ikan. Berdasarkan penelitian sebelumnya, pengukuran berat muatan dapat diukur menggunakan sensor berat load cell. Lalu, hasil pengukuran berat dapat direkam dan dicatat dengan bantuan microcontroller ESP32. Jenis sensor berat load cell yang digunakan adalah single point. Dalam penelitan ini akan dibuat sebuah prototipe dimana dapat mengukur berat muatan, lalu hasil pengukuran tersebut akan tersimpan pada database kemudian data tersebut dapat dilihat melalui web server. Dengan begitu, pemilik kapal dapat mengeteahui riwayat yang terjadi pada berat muatan kapal. Namun, sebelum itu akan dibuat desain prototipe alat dan desain peletakkan prototipe alat saat berada di kapal. Alat dilakukan pengujian dengan tiga kondisi berbeda yaitu pengujian saat kondisi stabil, kondisi adanya gerakan eksternal skala laboratorium dan pengujian secara langsung diatas kapal. Hasil dari pengujian prototipe saat kondisi stabil memiliki tingkat akurasi 99,02% dan presisi 99,3%. Untuk pengujian dengan kondisi adanya gerakan eksternal skala laboratorium memiliki tingkat akurasi 98,59% dan presisi 98,26%. Sedangkan, saat pengujian secara langsung diatas kapal, alat memiliki tingkat akurasi 92,27% dan tingkat presisi 93,47%. Selain itu, dilakukan juga pengujian keberhasilan pengiriman data ke web server dengan tingkat keberhasilan 100%.

However, in reality the economic development of the fisheries sector must be delayed due to the rampant illegal fishing practices that are occurring in Indonesia. According to the Indonesian Ministry of Maritime Affairs and Fisheries, the definition of Illegal Fishing or Illegal Unreported and Unregulated (IUU) is all fishing activities that are prohibited and not regulated in valid legal regulations and related activities that are not registered and reported at fishing institutions that have been recognized by the Indonesian government. The most common illegal fishing activity is illegal transhipment. Illegal transhipment is a cargo transfer activity carried out illegally in the middle of the sea. This illegal transhipment activity can be prevented by monitoring the loading space of fishing vessels. Based on previous research, the measurement of load weight can be measured using a load cell weight sensor. Then, the results of weight measurements can be recorded and recorded with the help of the ESP32 microcontroller. The type of load cell weight sensor used is single point. In this research a prototype will be made which can measure the weight of the load, then the results of these measurements will be stored in the database and then the data can be viewed via a web server. That way, ship owners can find out the history of what happened to the weight of the ship's cargo. However, before that a tool prototype design will be made and a tool prototype placement design will be made while on board. The equipment was tested under three different conditions, namely testing when conditions were stable, conditions with external laboratory-scale movements and testing directly on the ship. The results of prototype testing when conditions are stable have an accuracy rate of 99.02% and 99.3% precision. For testing with laboratory-scale external movement conditions, it has an accuracy rate of 98.59% and a precision of 98.26%. Meanwhile, when testing directly on the ship, the tool has an accuracy rate of 92.27% and a precision level of 93.47%. In addition, testing the success of sending data to the web server is also carried out with a success rate of 100%.
