Abstract
International Safety Management Code (ISM Code) telah diberlakukan pada kapal penyeberangan di Indonesia sejak tahun 1998. Meskipun demikian masih banyak terdapat ketidaksesuaian pada penerapan ISM Code serta angka kecelakaan kapal belum dapat ditekan hingga mendekati zero accident. Perlu dilakukan analisis implementasi ISM Code dari sudut pandang yang lain yaitu dari sudut pandang para pelaku ISM Code itu sendiri. Pada penelitian ini analisis tingkat implementasi diukur dengan elemen - elemen yang ada pada ISM Code beserta hambatan yang ada. Metode yang digunakan adalah metode campuran yaitu metode kuantitatif dan Quality Function Deployment (QFD). Metode kuantitatif deskriptif dilakukan dengan wawancara dan survei melalui penyebaran kuesioner. Hasil dari metode kuantitatif dianalisis dan dilanjutkan dengan metode QFD dengan alat utama House of Quality (HOQ), untuk mendapatkan masukan (respon teknis) dari para pakar ISM Code. Data kapal yang diambil pada penelitian ini adalah kapal penyeberangan lintasan Lembar - Padangbai dan Lembar - Kayangan.
Dari hasil analisis kuantitatif deskriptif diperoleh sepuluh indikator implementasi dan lima indikator hambatan yang menjadi prioritas perbaikan, dengan hambatan utama adalah adanya resistensi personil perusahaan dan kru kapal terhadap perubahan, terkait prosedur dan instruksi. Berdasarkan hasil tersebut didapatkan dua puluh dua respon teknis prioritas untuk perbaikan penerapan ISM Code pada kapal penyeberangan di Lintasan Lembar – Padangbai dan Lembar – Ketapang, dengan respon teknis perbaikan yang paling utama adalah membuat pernyataan komitmen untuk manajemen puncak dalam memberikan dukungan kepada personil yang ditunjuk dalam rangka menjalankan tugas dan fungsinya masing - masing, dan memasang pernyataan komitmen tersebut pada tempat yang mudah dilihat baik di kantor maupun di kapal.

The International Safety Management Code (ISM Code) has been coming into force for passenger ferries in Indonesia since 1998. Even so, there are still many non-conformities found in the implementation of ISM Code, also the number of ship accidents not significantly reduced to close to zero accidents. It is necessary to carry out an analysis related to the implementation of the ISM Code from another point of view, hence from the point of view of the implementing party of the ISM Code. In this research, the level of implementation analysis is measured by the requirement elements in the ISM Code and the existing obstacles. The method used is a mixed method, which are quantitative methods and Quality Function Deployment (QFD). Quantitative methods are carried out by interviews and distributing survey questionnaires. The results of the quantitative method are analyzed and followed by the QFD method with the main instrument is the House of Quality (HOQ), to obtain input (technical response) from ISM Code experts. The technical response then selected base on priority level and will become proposal for improving the level of implementation of the ISM Code. The ship data taken in this study are passenger ferries which are serving route of Lembar - Padangbai and Lembar - Kayangan.
From the results of the descriptive quantitative analysis, there are ten indicators of implementation and five indicators of obstacles were obtained and became priority for improvements. The main obstacle is the resistance of company personnel and ship crew due to change of procedures and instructions. Based on these results, twenty-two priority technical responses were obtained to improve the implementation of the ISM Code on passenger ferries serving route of Lembar – Padangbai and Lembar – Ketapang, which the most important technical response is top management have to make statement of commitment in providing support to designated person in order to carry out their duties and functions, and post the statement of commitment in any place that easily seen, both in the office and onboard ship.
