Abstract
Dalam beberapa tahun terakhir, tengah marak pembangunan hunian berupa rumah susun dengan konsep hunian berbasis Transit-Oriented Development, dimana bangunan rusun dibangun berdekatan dengan stasiun transit yang melayani kereta commuter line ataupun kereta Mass Rapid Transit (MRT). Jarak yang dekat dengan stasiun menyebabkan tingginya jumlah pengguna transportasi yang berlaluan di sekitar lingkungan hunian, menyebabkan kemudahan akses menuju hunian dan mengubah gaya hidup penghuni menjadi lebih banyak berjalan kaki. Hal tersebut dapat mempengaruhi perasaan aman dan nyaman dari penghuni rusun. Sehingga, penelitian ini bertujuan untuk memahami persepsi keamanan dan kenyamanan menurut penghuni, serta hubungan dengan walkability pada kedua faktor tersebut. Penelitian ini juga bertujuan untuk menyusun kriteria wujud hunian terintegrasi stasiun yang aman, nyaman serta walkable. Penelitian ini mengukur persepsi keamanan dengan dasar teori defensible space,persepsi kenyamanan dengan prinsip dan kriteria TOD, dan walkability lewat penilaian objektif dan subjektif, serta mencari pengaruhnya terhadap faktor aman dan nyaman. Penelitian ini menggunakan strategi explanatory sequential mixed-method, dengan analisis data kuantitatif yang dilengkapi kualitatif. Pengambilan data adalah dengan kuesioner yang dilanjutkan dengan wawancara kepada partisipan terpilih, dilakukan di Rusun Aparatur Sipil Negara (ASN) Pasar Jumat, Jakarta. Hasil dari penelitian ini adalah penilaian penghuni terhadap aspek keamanan, kenyamanan, serta walkability dari area hunian maupun kawasan sekitar rusun yang kemudian dijadikan acuan untuk kriteria pengembangan kawasan hunian berbasis transit. Penelitian ini menemukan bahwa kawasan rusun belum memenuhi standar pembangunan kawasan berbasis TOD, tapi persepsi penghuni terhadap keamanan, kenyamanan dan walkability cenderung positif. Kriteria untuk kawasan hunian berbasis transit kedepannya adalah perlunya pengamanan satu pintu pada hunian, luasan yang memadai, infrastruktur pejalan kaki yang sesuai standar, jalur pesepeda serta pembangunan berbagai fasilitas umum yang padat dan terkoneksi.

In recent years, there has been a surge of development for housing built with the transit-oriented development-based concept, where the residential building is built close to commuter line or Mass Rapid Transit (MRT) stations. The proximity between the housing complex and transit station might cause a high number of user traffic around the housing complex and cause a shift in residents’ lifestyle to walk around more. This may affect the resident’s security and comfort level. Thus, this research aims to find how the residents perceive security and safety in the residential area, and if walkability has an effect in influencing both factors. This paper also aims to establish criteria for how to develop walkable, station integrated housing that is also safe and comfortable. This research uses the defensible space theory as a base of knowledge of knowing the residents’ perception of safety, TOD principles to find out how well the area fits the principles and how residents perceive comfortability, and walkability level according to the residents, and whether walkability plays a factor in safety and comfortability. This paper uses the explanatory sequential mixed method, with quantitative analysis as the first part followed by qualitative analysis. Data is taken by using questionnaires, followed by interviews with chosen participants, in Rusun Aparatur Sipil Negara (ASN) Pasar Jumat, Jakarta. The result of this research is the residents’ perception of security, comfortability and walkability of the area around the housing building to arrange a criteria for future development of TOD-based housing that are secure and comfortable for residents. The housing area is currently not built up to the standard of transit-oriented development criteria, but overall perception of residents’ sense of security, comfortability and walkability are quite positive. The criteria for future development of TOD-based housings are one-entrance system for the housing complex, adequate space, pedestrian infrastructure that is up to standard, availability of bicycle path, and various public facilities that are densely placed and interconnected.
