Abstract
Stok jagung di Indonesia mengalami surplus tetapi Indonesia kerap kali melakukan impor jagung. Di satu sisi, jenis jagung yang diimpor memiliki perbedaan dengan jagung hasil produksi lokal yang umumnya dijadikan bahan baku pakan dan konsumsi langsung. Pemerintah berupaya untuk mengembangkan komoditas jagung rendah aflatoksin (JRA) sebagai upaya menekan volume jagung impor dengan spesifikasi tersebut. Potensi pengembangan komoditas JRA ini dapat didukung dengan dilakukannya penelitian berupa perencanaan armada kapal yang bertujuan untuk mengetahui jenis kapal, pola operasi, dan total biaya yang paling optimal dalam melakukan pengiriman JRA dalam rute yang sudah ada dan pengiriman dalam rute setelah adanya penambahan lokasi lahan baru. Total biaya transportasi laut untuk masing-masing jenis kapal dengan masing-masing opsi pengadaan dari pembangunan kapal baru, penyewaan kapal, dan pembelian kapal bekas akan dibandingkan sehingga didapatkan total biaya paling minimum. Perencanaan armada kapal terpilih untuk rute saat ini dengan volume hasil proyeksi adalah pembangunan kapal baru jenis general cargo dengan total biaya Rp41.185.282.747,00 untuk lokasi lahan di Muna dan Rp.47.454.812.882,00 untuk lokasi lahan di Lombok Timur. Untuk lokasi lahan baru diperoleh pola operasi multiport dengan bangun kapal baru jenis general cargo menjadi opsi paling minimum yaitu didapatkan total biaya sebesar Rp1.888.934.568.749,00. Volume jagung rendah aflatoksin berdasarkan hasil analisis sensitivitas didapatkan sebesar 1.327.302 ton pada tahun 2057 saat lokasi lahan berada di Lombok Timur dan Muna sedangkan volume saat ada penambahan lokasi lahan baru pada 10 lokasi sentra produksi dalam negeri yaitu sebesar 1.072.954 ton.

Corn stocks in Indonesia have a surplus but Indonesia often imports corn. On the one hand, the type of corn imported is different from corn produced locally, which is generally used as raw material for feed and for direct consumption. The government is trying to develop a low aflatoxin corn commodity (JRA) as an effort to reduce the volume of imported corn with these specifications. The potential for the development of this JRA commodity can be supported by conducting research in the form of planning a fleet of ships which aims to find out the most optimal types of vessels, operating patterns, and total costs in carrying out JRA shipments on existing routes and shipping on routes after the addition of new land locations. The total cost of sea transportation for each type of ship with each procurement option from building new ships, leasing ships, and buying used ships will be compared so that the minimum total costs are obtained. Planning for the selected ship fleet for the current route with projected volume results is the construction of new general cargo ships with a total cost of IDR 41,185,282,747.00 for land locations in Muna and IDR 47,454,812,882.00 for land locations in East Lombok. For the new land location, a multiport operation pattern was obtained with the new general cargo ship building being the minimum option, namely a total cost of IDR 1,888,934,568,749.00. The volume of low aflatoxin corn based on the results of the sensitivity analysis was found to be 1,327,302 tons in 2057 when the land locations were in East Lombok and Muna while the volume when there were additional new land locations in 10 locations of domestic production centers was 1,072,954 tons.
