Abstract

PT Perusahaan Listrik Negara (PLN) merupakan Badan Usaha Milik Negara (BUMN) yang bergerak di bidang ketenagalistrikan. Dalam rangka mendukung tujuan bisnis utama perusahaan, PLN UP3 Manokwari telah mengimplementasikan Teknologi Informasi (TI) yang secara struktural dikelola dan dilaksanakan oleh Divisi Teknologi Informasi (DIT). Namun, pengelolaan TI saat ini belum menerapkan tata kelola TI dengan kerangka kerja tertentu. Untuk menunjang pengelolaan TI yang sedang berjalan, Divisi IT PLN UP3 Manokwari masih menggunakan tools di bagian-bagian tertentu sedangkan di beberapa bagian masih menggunakan sistem secara manual. Pengelolaan TI yang masih manual memiliki banyak resiko, seperti sistem yang tidak terintegrasi, kewalahan dalam penanganan risiko, maintenance asset yang tidak terkelola, serta risiko lainnya. Hal ini menyebabkan tujuan bisnis utama perusahaan belum tercapai secara maksimal. Metode dalam penelitian ini berdasarkan kerangka kerja COBIT 2019. Proses penelitian akan dilakukan dengan beberapa tahapan, tahapan pertama meliputi tahapan pengumpulan data melalui studi literatur, wawancara serta kuesioner, tahapan kedua menentukan domain Cobit berdasarkan hasil wawancara menggunakan tools cobit 2019, tahapan ketiga dilakukan pengolahan data yang telah diperoleh untuk mengetahui tingkat kapabilitas, tahapan keempat yaitu menyimpulkan desain sistem tata kelola. Dari analisis data, diketahui bahwa tingkat kapabilitas proses tata kelola TI terpilih dalam penelitian ini yaitu proses dalam domain EDM03, APO03, APO12, APO13, BAI01, BAI03, BAI06, BAI07, BAI11, dan DSS05 sebagian besar masih berada pada level 2, artinya perusahaan telah mencapai tujuannya melalui penerapan dasar, lengkap, dan serangkaian kegiatan yang dapat dicirikan sebagai performa. Sedangkan, tingkat kapabilitas yang diharapkan oleh perusahaan sebagian besar berada pada level 4, dimana perusahaan telah mencapai tujuannya dan mendefinisikan dengan baik kinerjanya yang dapat diukur secara kuantitatif. Hasil dari penelitian ini adalah pemilihan domain cobit yang dibutuhkan perusahaan, tingkat kapabilitas proses TI yang diharapkan perusahaan dan tingkat kapabilitas proses TI perusahaan saat ini, kesenjangan antara tingkat kapabilitas saat ini dengan tingkat kapabilitas yang diharapkan, rekomendasi perbaikan yang bertujuan untuk mencapai tingkat kapabilitas yang diharapkan perusahaan serta rancangan tata kelola TI sebagai acuan bagi Divisi IT PT PLN UP3 Manokwari dalam mengelola proses TI yang lebih baik untuk menunjang tercapainya tujuan bisnis utama perusahaan.

PT Perusahaan Listrik Negara (PLN) is a State-Owned Enterprise (BUMN) engaged in the electricity sector. In order to support the company's main business objectives, PLN UP3 Manokwari has implemented Information Technology (IT) which is structurally managed and implemented by the Information Technology Division (DIT). However, current IT management has not implemented IT governance with a specific framework. To support ongoing IT management, the PLN UP3 Manokwari IT Division still uses tools in certain sections, while in some sections they still use the system manually. IT management that is still manual has many risks, such as systems that are not integrated, overwhelmed in handling risks, maintenance of unmanaged assets, and other risks. This causes the company's main business objectives have not been achieved optimally. The method in this study is based on the COBIT 2019 framework. The research process will be carried out in several stages, the first stage includes the stages of data collection through literature studies, interviews and questionnaires, the second stage determines the Cobit domain based on the results of interviews using cobit 2019 tools, the third stage is data processing. that has been obtained to determine the level of capability, the fourth stage is concluding the design of the governance system. From the data analysis, it is known that the process capability level of the selected IT governance processes in this study, namely processes in the EDM03, APO03, APO12, APO13, BAI01, BAI03, BAI06, BAI07, BAI11, and DSS05 domains are mostly still at level 2, meaning that companies has achieved its objectives through the implementation of a basic, complete, and set of activities that can be characterized as performance. Meanwhile, the level of capability expected by the company is mostly at level 4, where the company has achieved its goals and well defined its performance which can be measured quantitatively.
The results of this study are the selection of cobit domains needed by the company, the level of IT process capability expected by the company and the level of capability of the company's current IT processes, the gap between the current level of capability and the expected level of capability, recommendations for improvement aimed at achieving the level of capability expected. company as well as the design of IT governance as a reference for the IT Division of PT PLN UP3 Manokwari in managing IT processes.
