Abstract

Pemilihan galangan kapal yang tidak sesuai dengan persyaratan dapat mempengaruhi proses pembangunan kapal. Ketidaksesuaian proses pembangunan dapat menyebabkan keterlambatan waktu penyelesaian atau delivery kapal kepada pemilik kapal. Akibat dari keterlambatan yang terjadi dapat mempengaruhi menurunnya reputasi pemilik kapal dikarenakan tidak dapat memenuhi jasa pengiriman kargonya yang mana kontrak kargo umumnya sudah dilakukan sebelum kapal diserahterimakan dari galangan ke pemilik kapal. Keterlambatan juga akan mempengaruhi penyedia asuransi baik asuransi kapal maupun muatan. Evaluasi yang lebih ketat dari pihak asuransi dapat berdampak pada kenaikan premi yang dibebankan akibat risiko yang akan dihadapi kedepannya. Adapun tujuan dari penelitian ini adalah menentukan prioritas galangan kapal yang akan ditunjuk untuk pembangunan kapal di Wilayah Batam. Dikarenakan dalam pemilihan galangan tidak hanya melibatkan variable kuantitatif namun juga kualitatif, maka metode Multi-Criteria Decision Making (MCDM) digunakan dalam penelitian ini. Metode yang digunakan dalam pemilihan adalah kombinasi antara Analytical Hierarchy Process (AHP) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). AHP digunakan untuk menentukan bobot dari kriteria maupun sub-kriteria yang digunakan dalam pemilihan sedangkan TOPSIS digunakan untuk menentukan prioritas pemilihan galangan kapal berdasarkan bobot kriteria dan sub-kriteria yang telah dihasilkan dari proses AHP. Pemilihan kriteria dan sub-kriteria dalam penelitian ini dikembangkan berdasarkan studi literatur dan kriteria seleksi yang berlaku di dunia praktis galangan kapal. Adapun responden pada penelitian ini adalah para perwakilan dari pemilik kapal yang berjumlah tiga orang yang terdiri dari dua orang manajer teknik dan satu orang deputy general manager. Semua perwakilan dari pemilik kapal yang ditunjuk memiliki lebih dari sepuluh tahun pengalaman kerja di perbaikan kapal dari sisi pemilik kapal. Berdasarkan hasil analisis terhadap enam galangan kapal di Wilayah Batam, diperoleh urutan prioritas galangan kapal yang direkomendasikan untuk pembangunan kapal oleh perusahaan. Analisis sensitivitas juga menunjukkan bahwa hasil yang dihasilkan dalam pemilihan galangan cukup robust.

Selection of a shipyard that does not comply with the requirements can affect the ship building process. The incompatibility of the building process can cause delays of delivery of the ship to the ship owner. As a result of the delays that occur, it can affect the reputation of the ship owner because they cannot fulfill their cargo delivery services, where cargo contracts are generally carried out before the ship is delivered from the shipyard to the ship owner. Delays will also affect insurance providers, both ship and cargo insurance. A more stringent evaluation from the insurer can have an impact on the increase in premiums charged due to risks that will be faced in the future. The aim of this research is to determine the priority of shipyards that will be appointed for ship construction in the Batam area. Because the shipyard selection does not only involve quantitative but also qualitative variables, the Multi-Criteria Decision Making (MCDM) method was used in this study. The method used in the selection is a combination of the Analytical Hierarchy Process (AHP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). AHP is used to determine the weight of the criteria and sub-criteria used in the selection while TOPSIS is used to determine the priority of shipyard selection based on the weight of the criteria and sub-criteria that have been produced from the AHP process. The selection of criteria and sub-criteria in this study was developed based on literature studies and selection criteria that apply in the practical world of shipbuilding. The respondents in this study were representatives of three ship owners, consisting of two technical managers and one deputy general manager. All appointed representatives of shipowners have more than ten years of work experience in ship repair from the shipowner's side. Based on the results of the analysis of six shipyards in the Batam area, a priority order of shipyards recommended for ship construction by the company was obtained. Sensitivity analysis also shows that the results produced in shipyard selection are quite robust.
