Abstract

The issue of measuring the performance of higher education institutions in Indonesia and to rank them based on their productivity to be used as a proper benchmark requires a framework as an approach. The limitations of a quality-centric framework and the shortcomings of a quantity-focused model raised the subject of using an integrated framework. A research opportunity prevails in the term of assessing the performance of said institutions, and based on said prepositions, a productivity-based performance measurement of international standard public higher education institutions using integrated Balanced Scorecard (BSC) and Data Envelopment Analysis (DEA) is conducted. The observation and evaluation is done towards 25 internationally acknowledged public higher education institutions in the nation based on the value of their performance indicators which are issued by the Ministry of Education and Culture. Throughout the observation, 7 institutions are determined to be the most efficient institutions in their respective scale of operation. The 7 efficient Decision Making Units (DMUs) are equally ranked as the pioneer in the ranking with the remaining 18 DMUs advised to conduct a benchmark to the said institution(s) that has the most similar scale of operation to their own. Following the ranking ascertainment, a variation test is also conducted to discover the dominant indicators for future performance measurements. In the light of these findings, the observed institutions are advised to implement the suggestions to either decrease their input utilization or to increase their output production to achieve technical efficiency in accordance to their strategies and priorities. The integrated model is also proven to be quite robust to be implemented in other peer-to-peer comparison research.
